About this file

This is a Resident Veteran's Preference Certification affidavit for a New Mexico state procurement involving Gallup-McKinley County Schools (GMCS) for a Fuel Tank System Maintenance & Repairs contract. The document establishes the certification requirements for vendors seeking to qualify for New Mexico's resident veterans' preference program. Eligible businesses must possess a current Resident Veteran's Preference Certificate and certify that their prior year revenue does not exceed $3 million for the preceding tax year to qualify for the 10% preference discount on this solicitation. The affidavit requires the authorized business representative to sign and date the certification under penalty of perjury, confirming the accuracy of all statements and understanding that false or misleading information constitutes a crime.

The resident veteran business preference has specific limitations and reporting requirements under the applicable New Mexico statutes. Businesses may not benefit from the preference for more than ten consecutive years, and individual owners cannot benefit from the preference based on more than one business concurrently. Upon contract award based on veteran's preference status, vendors must report the awarded amount to the State Purchasing Division of the General Services Department, specifying whether the award constitutes a public body purchase or public works contract. The representations made in the certification are material representations subject to protest, and failure to meet the stated requirements or providing false information may result in denial of an award or contract unaward.
