About this opportunity

Madison County Mass Transit in Illinois is soliciting bids on an indefinite-delivery requirements contract for the supply and delivery of B11 Biodiesel Fuel and 87 Octane Unleaded Gasoline on an as-needed basis for the one-year period January 1 through December 31, 2027, with bids due October 20, 2026 at 2:00 PM Central time and questions due October 9, 2026 at noon Central time.

Contract award will be made to the lowest responsive and responsible bidder based on total bid price inclusive of all delivery, unloading, handling, permits, taxes, bonds, overhead, and profit. Fuel prices will be established using Owner-approved daily rack pricing from OPIS Fax-A-Rack or DTN Energy Fast Rack for St. Louis, Hartford, or Wood River terminals. Bidders must submit fixed delivery charges per transport truck load (7,500 gallons for diesel, 8,100 gallons for unleaded) and per small tank wagon (200–600 gallons), plus fixed winter additive prices.

Deliveries occur at two Madison County Transit locations: 1 Transit Way in Pontoon Beach (two 15,000-gallon biodiesel tanks and one 15,000-gallon unleaded tank, estimated 2–3 loads per month for unleaded and 2–3 loads weekly for biodiesel) and 1015 Longfellow Ave. in Edwardsville (two 500-gallon above-ground tanks, approximately 2 loads per month for each fuel type). The Owner's estimated annual usage is 60,011 gallons monthly of biodiesel and 21,989 gallons monthly of unleaded, though the Owner is not bound to these quantities. Biodiesel must meet ASTM D7467-15 specifications; if B100 is used to formulate the blend, it must be BQ-9000 certified. Bidders must have at least two years' documented experience supplying biodiesel and unleaded fuel and current Illinois registration and licensing to transport and sell fuel. The contractor must install tank monitoring systems with daily PDF reporting, maintain pollution liability insurance at $2 million per condition and $2 million aggregate, provide contingency fuel supply plans, and deliver orders placed by 10 a.m. no later than 3 p.m. the following day. Board approval is anticipated November 5, 2026, with contract award November 19, 2026. Bids remain firm for 90 calendar days from the deadline. Site tours are available upon request.
