About this file
This is a Scope of Work document for Madison County Mass Transit District's fuel procurement contract for B11 Biodiesel and 87 Octane Unleaded fuel. The contract requires the contractor to provide and deliver B11 Biodiesel Fuel from April 1st through October 31st, Standard Ultra Low Sulfur Diesel (no-bio blend) from November 1st through March 31st, and 87 Octane Unleaded Fuel on an as-needed basis during the contract period of January 1, 2027, through December 31, 2027. Fuel deliveries are made to two locations: Madison County Transit at 1 Transit Way, Pontoon Beach, Illinois (with two 15,000-gallon biodiesel underground storage tanks and one 15,000-gallon unleaded tank, requiring an estimated 2-3 transport loads per month for unleaded and 2-3 loads per week for biodiesel), and Madison County Transit at 1015 Longfellow Ave., Edwardsville, Illinois (with two 500-gallon above-ground storage tanks, requiring approximately 2 small tank wagon loads per month for each fuel type). The Owner's estimated annual usage averages 60,011 gallons per month of biodiesel fuel and 21,989 gallons per month of unleaded fuel, though the Owner is not bound to these exact quantities.
Fuel pricing shall be based on daily rack prices from either OPIS Fax-A-Rack or DTN Energy Fast Rack for terminals in St. Louis, Missouri, Hartford, Illinois, or Wood River, Illinois, with the contractor providing a copy of the rack price with each invoice for verification. The contractor must submit a fixed delivery price per transport truck load (7,500 gallons for diesel, 8,100 gallons for unleaded) and per small tank wagon (200-600 gallons), along with fixed winter additive prices; these delivery prices are all-inclusive for direct and indirect costs, overhead, and profit but exclude fuel costs and applicable taxes. Biodiesel fuel must meet ASTM D7467-15 specifications for B6 to B20 blends, with preference for soy blend and rack blending; if B100 is used, it must be BQ-9000 accredited and certified. The contractor is responsible for all delivery and pumping operations, spill cleanup, tank monitoring system installation (with daily PDF reporting capability), contingency fuel supply plans, and all contamination remediation under a fuel performance guarantee. Deliveries must originate from approved terminals and occur during specified business hours with advance notice to the Owner's Fleet Maintenance team; orders placed by 10 a.m. must be delivered no later than 3 p.m. the following day. The contract is funded by local funds through Madison County Transit.
