Summary of State of Illinois Provisions
This is a State of Illinois Provisions document for the Madison County Mass Transit District's Fuel - Biodiesel and Unleaded procurement (Contract No. 27-1-26700). The document establishes mandatory contractual requirements applicable to all contracts utilizing Illinois Department of Transportation (IDOT) funds. The procurement seeks vendors for the purchase and delivery of B11 Biodiesel Fuel and 87 Octane Unleaded Gasoline on an as-needed basis for orders placed January 1, 2027, through December 31, 2027. The contract term extends for one calendar year, with orders to be placed as needed throughout the specified period. No specific quantities, response dates, site visits, or bidders' conferences are detailed in this provisions document.
The provisions document establishes extensive compliance requirements including mandatory accounting systems with quarterly balancing, access to records for authorized representatives and state auditors, and maintenance of records for six years from final expenditure report submission. Contractors must maintain statutory workers' compensation insurance, comprehensive vehicle liability insurance with minimum limits of $500,000 per person and $1,000,000 per occurrence, comprehensive general liability insurance, and umbrella liability insurance of not less than $1,000,000. The contract prohibits assignment without written consent and requires advance notification of subcontractors. Additional mandates include compliance with Equal Employment Opportunity requirements, nondiscrimination policies, domestic procurement preferences, lobbying restrictions under the Byrd Anti-Lobbying Amendment, and the Illinois Executive Order No. 1 (2007) regarding procurement lobbying. The Owner reserves the right to terminate the contract for convenience or default with ten days' notice for cure on breach matters. Funding is identified as Local Funds rather than state-appropriated resources.
