Site work includes new parking stalls, patio modifications, and a concrete ramp. The work also includes access control and video surveillance for the addition and the adjacent bus station, modifications to existing mechanical space, and an outdoor HVAC enclosure. Federal Buy America, Davis-Bacon, and Illinois Prevailing Wage Act requirements apply, and bidders must certify compliance with Section 889 telecommunications restrictions.

The contract is a firm fixed lump sum with substantial completion due within 330 calendar days of notice to proceed. Liquidated damages are $310 per calendar day. Performance and payment bonds each equal 100% of the contract sum, and the bid bond equals 5% of the total bid price. Allowances total $36,000, including $25,000 for an Ameren service upgrade and $11,000 for permits and fees. The project is located at 600 Piasa St., Alton, Illinois 62002. Award goes to the lowest responsive and responsible bidder based on Total Bid Price. The lowest bidder must then submit a project manager's qualifications, an implementation schedule, a subcontractor list identifying DBE/WBE/SBE certifications, five years of references, and two years of financial statements or tax returns.

Questions and substitution requests are due November 18, 2026 at 1:00 p.m. CST, with an addendum anticipated November 24, 2026. Bids are due electronically through the Bonfire portal on December 3, 2026 at 2:00 p.m. CST, with a public opening at the Madison County Transit Administration Building in Pontoon Beach, Illinois. Award is anticipated December 18, 2026, and notice to proceed is anticipated January 15, 2027. Bids remain firm for 90 days after the bid deadline.
