About this opportunity
The Florida Department of Children and Families is requesting bids for comprehensive elevator maintenance and repair services for twenty-five vertical transportation systems at Florida State Hospital, Chattahoochee, with responses due July 27, 2026, and a mandatory pre-bid conference on June 11, 2026. Respondents must hold a current State of Florida Elevator Contractor license under Chapter 399, Florida Statutes, and employ only State of Florida Certified Technicians and Mechanics — the mandatory qualification filter.
The scope encompasses preventive maintenance, emergency callback services, component repairs and replacements, inspections and testing, cleaning, and painting for traction and hydraulic elevators with capacities ranging from 2,000 to 5,000 pounds, installed between 1950 and 1991. Preventive maintenance must be performed at minimum one hour per month for hydraulic units and two hours per month for traction units. Callback response times are 30 minutes during regular working hours and one hour during overtime for passenger entrapments; out-of-service units require response within one hour during regular hours and two hours during overtime. All work must comply with ASME A17.1 standards and Authority Having Jurisdiction requirements.
The contract term runs five years from September 1, 2026, through August 31, 2031, with renewal options for up to five additional years contingent on satisfactory performance and fund availability. All pricing is fixed and all-inclusive of labor, materials, overhead, and profit. Respondents must submit cost proposals in two exhibits: callback and out-of-scope labor and material rates (Exhibit A) and monthly preventive maintenance pricing (Exhibit B). The Department reserves the right to award to the responsible and responsive respondent offering the lowest bid or to select multiple respondents if determined to be in the state's best interest.
Respondents must maintain Commercial General Liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, plus $4,000,000 excess liability, along with statutory workers' compensation and employer's liability coverage. Written questions are due June 24, 2026; answers are anticipated July 10. The Notice of Intent to Award is expected August 18, 2026, with public opening scheduled July 28. Upon award, respondents must provide proof of current Florida Department of State registration and complete a Florida Substitute Form W-9 before contract execution.
