The contractor must provide all materials, labor, equipment, and testing required for installation, and must submit comprehensive documentation including product data, installer certificates of qualification, material certificates, maintenance data, color and texture samples, and a product schedule prior to installation; additionally, a pre-installation conference and full-thickness mockups on a 16 square-foot floor area must be approved by the Architect before proceeding with full installation. The estimated project cost is $150,000, with a mandatory performance window from July 30, 2026 through August 30, 2026, with work permitted only on weekends and Thursday evenings after 5:00 p.m. until Sunday at 11:00 p.m., and must be completed within 25 calendar days from issuance of the Notice to Proceed. The contractor must meet minimum qualifications of five years of experience and provide both a seven-year workmanship labor warranty and a seven-year product warranty from the manufacturer. Key deadlines include a mandatory pre-bid meeting on March 3, 2026 at 10:00 a.m., questions due by March 17, 2026 at 6:00 p.m., final answers issued by March 23, 2026, electronic bid submission by 2:00 p.m. on March 31, 2026, with public bid opening at 2:30 p.m. the same day; the City Commission will recommend award on May 6, 2026, with Notice to Proceed issued by May 20, 2026. Evaluation criteria include contractor experience, technical qualifications, pricing, insurance coverage, and compliance with all specifications and performance requirements.
This procurement applies federal Davis-Bacon prevailing wage requirements and HUD Section 3 provisions, requiring contractors and all subcontractors to comply with prevailing wage standards for skilled trades as determined by the U.S. Department of Labor for Broward County, Florida, with mandatory weekly certified payroll reporting using DOL Form WH-347; contractors must also ensure that at least 25 percent of total project hours are worked by Section 3 workers (low- and very low-income residents) and 5 percent by Targeted Section 3 workers, with Form 1 (Section 3 Assessment and Certifications) required at bid submission and additional forms required for projects exceeding $200,000 with final reporting due 30 days after project completion. The contractor must provide comprehensive general liability insurance with limits of $1,000,000 per occurrence and $2,000,000 aggregate, workers' compensation coverage, auto liability insurance, and $2,000,000 umbrella/excess liability coverage, with the City named as additional insured, along with two separate payment and performance bonds each equal to 100 percent of the contract price. A proposal security of $10,000 or 5 percent of the total bid amount (whichever is less) is required from all bidders.
