About this file

This is an architectural floor plan document for the City of Pembroke Pines, Florida, depicting the Civic Center and City Hall Entertainment District, specifically showing an enlarged plan of the Civic Center's first floor. The document serves as a reference plan for the epoxy replacement project of the Great Hall at Charles F. Dodge City Hall, located at 601 City Center Way, Pembroke Pines, Florida, in Broward County. The project involves the complete epoxy flooring installation and renovation of the Great Hall using the Sherwin-Williams Resuflor Deco Flake BC system with a nominal thickness of 20-30 mils, including demolition, surface preparation, moisture testing, primer application, topcoating, and sealant application. The work must be completed within 25 calendar days from issuance of the Notice to Proceed, with a mandatory performance window from July 30, 2026 through August 30, 2026, and work restricted to weekends and Thursday evenings after 5:00 p.m. through Sunday at 11:00 p.m. A mandatory pre-bid meeting is scheduled for March 3, 2026 at 10:00 a.m., with questions due by March 17, 2026 at 6:00 p.m., final answers issued by March 23, 2026, and electronic bid submission required by 2:00 p.m. on March 31, 2026, with public bid opening at 2:30 p.m. the same day. The City Commission will recommend award on May 6, 2026, with Notice to Proceed issued by May 20, 2026.

The estimated project cost is $150,000, with a proposal security requirement of $10,000 or 5 percent of the total bid amount, whichever is less. Qualified contractors must demonstrate a minimum of five years of experience and provide both a seven-year workmanship labor warranty and a seven-year product warranty from the manufacturer. Contractors must provide comprehensive general liability insurance with limits of $1,000,000 per occurrence and $2,000,000 aggregate, along with two separate payment and performance bonds each equal to 100 percent of the contract price. The project is subject to Davis-Bacon prevailing wage requirements and HUD Section 3 provisions, requiring contractors to ensure that at least 25 percent of total project hours are worked by Section 3 workers and 5 percent by Targeted Section 3 workers, with mandatory weekly certified payroll reporting using DOL Form WH-347. Liquidated damages are assessed at $964 per day for failure to meet start or completion dates. The City will waive all City-related permit and license fees, with an Owner's Contingency allowance covering any state or county fees. No specific set-asides or restrictions apply to disadvantaged enterprises, minority-owned businesses, or women-owned businesses, though all contractors must comply uniformly with Section 3 requirements regardless of business classification.
