The scope of work involves the complete replacement of the original 1992 building roof with Insulated Metal Panels (IMPs), including removal and disposal of existing rain gutters, downspouts, gable trim, eave trim, ridge cap, roof metal, and roof insulation, while the 2013 wash bay addition roof remains unchanged. Required qualifications include Oregon State Construction Contractors Board licensure prior to bidding, compliance with Oregon Bureau of Labor and Industries prevailing wage rates for BOLI Region 13 (Wallowa County), submission of bid security equal to 10% of the total bid amount, and disclosure of first-tier subcontractors. The contractor must achieve substantial completion by August 31, 2026, and final completion by September 30, 2026, with liquidated damages of $600 per calendar day assessed for delays beyond the substantial completion date. A mandatory pre-bid conference is scheduled for April 6, 2026, at 11:00 AM PST at the project site, with bidder attendance required or bids will be rejected as non-responsive. Bids must be submitted through the OregonBuys electronic procurement system by April 15, 2026, and will be opened electronically immediately following the closing date.
No set-aside designations or disadvantaged enterprise restrictions are identified in the contract documents provided. The apparent successful bidder must provide proof of insurance with combined single limits of $2,000,000 per occurrence and $4,000,000 annual aggregate for commercial general liability and $1,000,000 combined single limits for commercial automobile liability, as well as performance and payment bonds each equal to 100% of the contract amount within seven days of request. The project is funded with State funds, with award contingent upon receipt of sufficient funding. The estimated project cost range for bonding purposes is $100,000 to $250,000, and the contract will be awarded on a lump sum basis to the responsible bidder submitting the lowest responsive bid. No incumbent vendors or current contractors are listed in the procurement documents. ODOT's Authorized Representative for contract administration is Shelby Stout, and all work must comply with contract documents including the Statement of Work, Plans, as-built drawings from 1992 and 2013, and photographic documentation of existing conditions provided as project exhibits.
