About this file
This exhibit document, prepared for the Oregon Department of Transportation (ODOT) through Wasco County, outlines the plans for removing and disposing of roof exhaust vents as part of the Enterprise Maintenance Station roof replacement project located at 715 Golf Course Road in Enterprise, Oregon. The project scope involves complete replacement of the original 1992 building roof with Insulated Metal Panels (IMPs) while preserving the 2013 wash bay addition roof. The contractor must remove and dispose of existing rain gutters, downspouts, gable trim, eave trim, ridge cap, roof metal, roof insulation, and roof exhaust vents, then install All Weather Insulated Panels Standing Seam SR2 with 5-inch panel thickness, 40-inch panel width, R41 minimum insulation value, and white Silicone Modified Polyester Two-Coat System paint finish. A mandatory pre-bid conference is scheduled for April 6, 2026, at 11:00 AM PST at the project site, with bids due April 15, 2026, through the OregonBuys electronic procurement system. Substantial completion must be achieved by August 31, 2026, with final completion by September 30, 2026, subject to liquidated damages of $600 per calendar day for delays beyond the substantial completion date.
The contract will be awarded on a lump sum basis to the responsible bidder submitting the lowest responsive bid, with an estimated project cost range of $100,000 to $250,000 for bonding purposes. Bidders must hold an active Oregon State Construction Contractors Board license, comply with Oregon Bureau of Labor and Industries prevailing wage rates for BOLI Region 13 (Wallowa County), submit bid security equal to 10% of the bid amount, and disclose first-tier subcontractors. The successful bidder must provide proof of insurance with combined single limits of $2,000,000 per occurrence and $4,000,000 annual aggregate for commercial general liability and $1,000,000 combined single limits for commercial automobile liability, as well as performance and payment bonds each equal to 100% of the contract amount within seven days of request. The project is funded with State funds, with award contingent upon receipt of sufficient funding. No set-aside designations, disadvantaged enterprise restrictions, or incumbent vendors are identified in the procurement documents.
