Pre-Bid Sign-In Sheet Summary

This document is a pre-bid sign-in sheet for the Enterprise Maintenance Station Roof Replacement project, an Invitation to Bid (ITB) issued by Wasco County on behalf of the Oregon Department of Transportation (ODOT). The project involves the complete replacement of the original 1992 building roof with Insulated Metal Panels (IMPs), including removal and disposal of existing rain gutters, downspouts, gable trim, eave trim, ridge cap, roof metal, and roof insulation, while the 2013 wash bay addition roof remains unchanged. A mandatory pre-bid conference was scheduled for April 6, 2026, at 11:00 AM PST at the project site located at 715 Golf Course Road, Enterprise, Oregon, with bidder attendance required or bids would be rejected as non-responsive. Bids were due for submission through the OregonBuys electronic procurement system by April 15, 2026, and would be opened electronically immediately following the closing date. Substantial completion must be achieved by August 31, 2026, with final completion by September 30, 2026, and liquidated damages of $600 per calendar day apply for delays beyond the substantial completion date.

The contractor must install All Weather Insulated Panels Standing Seam SR2 with 5-inch panel thickness, 40-inch panel width, R41 minimum insulation value, and white Silicone Modified Polyester Two-Coat System paint finish, along with commercial-grade gutters compatible with the IMP roof system. Required qualifications include Oregon State Construction Contractors Board licensure prior to bidding, compliance with Oregon Bureau of Labor and Industries prevailing wage rates for BOLI Region 13 (Wallowa County), and submission of bid security equal to 10% of the total bid amount. The estimated project cost range is $100,000 to $250,000, and the contract will be awarded on a lump sum basis to the responsible bidder submitting the lowest responsive bid. The apparent successful bidder must provide proof of insurance with combined single limits of $2,000,000 per occurrence and $4,000,000 annual aggregate for commercial general liability and $1,000,000 combined single limits for commercial automobile liability, as well as performance and payment bonds each equal to 100% of the contract amount within seven days of request. The project is funded with State funds, with award contingent upon receipt of sufficient funding.
