About this file
This is a pre-bid meeting agenda for an Invitation to Bid (ITB) issued by the Oregon Department of Transportation (ODOT) for the Enterprise Maintenance Station Roof Replacement project. The scope of work encompasses the complete replacement of the original 1992 building roof with Insulated Metal Panels (IMPs), including removal and disposal of existing rain gutters, downspouts, gable trim, eave trim, ridge cap, roof metal, and roof insulation, while the 2013 wash bay addition roof remains unchanged. The contractor must provide all necessary labor, materials, tools, equipment, supervision, permits, and transportation, and must install All Weather Insulated Panels Standing Seam SR2 with specified dimensions and R41 minimum insulation value. A mandatory pre-bid conference was scheduled for April 6, 2026, at 11:00 AM PST at the project site. Written questions or requests for clarification must be submitted by April 8, 2026. The public bid opening is set for April 15, 2026, at 10:00 AM, with preliminary results posted at ODOT's earliest convenience and Intent to Award posted within five business days of the bid opening. Substantial completion is required by August 31, 2026, and final completion by September 30, 2026, with liquidated damages of $600 per calendar day assessed for delays beyond the substantial completion date.
Bidders must submit pricing through the OregonBuys electronic procurement system for both biddable items, complete Attachment A forms including bid security equal to 10% of the total bid amount, and disclose first-tier subcontractors within two hours of bid closing. The estimated project cost range for bonding purposes is $100,000 to $250,000, and the contract will be awarded on a lump sum basis to the responsible bidder submitting the lowest responsive bid. Contractor requirements include Oregon State Construction Contractors Board licensure, valid registration with the Oregon Secretary of State, compliance with Oregon Bureau of Labor and Industries prevailing wage rates, and performance and payment bonds each equal to 100% of the contract amount. Insurance coverages must include combined single limits of $2,000,000 per occurrence and $4,000,000 annual aggregate for commercial general liability and $1,000,000 combined single limits for commercial automobile liability. The project is funded with State funds, with award contingent upon receipt of sufficient funding.
