About this file
This is an Invitation to Bid issued by Wasco County on behalf of the Oregon Department of Transportation (ODOT) for roof replacement services at the Enterprise Maintenance Station located at 715 Golf Course Road, Enterprise, Oregon. The scope of work involves complete replacement of the original 1992 building roof with Insulated Metal Panels (IMPs), including removal and disposal of existing rain gutters, downspouts, gable trim, eave trim, ridge cap, roof metal, and roof insulation; the 2013 wash bay addition roof will remain unchanged. The contractor must install All Weather Insulated Panels Standing Seam SR2 with 5-inch panel thickness, 40-inch panel width, R41 minimum insulation value, and white Silicone Modified Polyester Two-Coat System paint finish, along with commercial-grade gutters compatible with the IMP roof system. A mandatory pre-bid conference is scheduled for April 6, 2026, at 11:00 AM PST at the project site, with bidder attendance required or bids will be rejected. Bids must be submitted through the OregonBuys electronic procurement system by April 15, 2026, with substantial completion required by August 31, 2026, and final completion by September 30, 2026.
The contract will be awarded on a lump sum basis to the responsible bidder submitting the lowest responsive bid, with an estimated project cost range of $100,000 to $250,000 for bonding purposes. Contractors must be licensed with the Oregon State Construction Contractors Board prior to bidding, comply with Oregon Bureau of Labor and Industries prevailing wage rates for BOLI Region 13 (Wallowa County), submit bid security equal to 10% of the total bid amount, and disclose first-tier subcontractors. The successful bidder must provide proof of insurance with combined single limits of $2,000,000 per occurrence and $4,000,000 annual aggregate for commercial general liability and $1,000,000 combined single limits for commercial automobile liability, as well as performance and payment bonds each equal to 100% of the contract amount within seven days of request. Liquidated damages of $600 per calendar day will be assessed for delays beyond the substantial completion date. The project is funded with State funds, and award is contingent upon receipt of sufficient funding. No set-aside designations, disadvantaged enterprise restrictions, or incumbent vendors are identified in the contract documents.

Applications KingSeam insulated standing seam roof panels are designed to offer design flexibility and aesthetics combined with high R-values and unparalleled service life performance. KingSeam is suitable for new and retrofit applications across commercial, industrial and institutional market sectors.
Design Features For exceptional protection against the elements, KingSeam utilizes field-seamed, hidden fastener joinery.
The trapezoidal rib design reinforces KingSeam with added strength for protection against foot traffic damage.
And because of the one-piece design, you can reduce construction costs and speed up build time.
The standing seam concept allows it to be utilized on roof slopes as low as 1/4:12 (1/2:12 where endlaps are required), and cover widths of 40”.
