About this opportunity
The State of Nevada, in conjunction with NASPO ValuePoint, is soliciting proposals for a multi-state Master Agreement to provide comprehensive electronic monitoring services under Solicitation Number 99SWC-S3474, with participating states including Hawaii, Idaho, and Connecticut. The RFP seeks qualified contractors to supply GPS Monitoring (Category 1), Radio Frequency Monitoring (Category 2), Alcohol Monitoring (Category 3), and Value Added Services (Category 4) including hardware, software, installation, maintenance, and 24/7 monitoring center support for individuals under correctional supervision across all fifty states, the District of Columbia, and U.S. territories. Offerors must demonstrate three years of experience providing electronic monitoring equipment and services to the criminal justice marketplace, maintain CJIS and FCC compliance, provide nationwide services including Hawaii and Alaska with the ability to serve U.S. territories and Canada, and meet mandatory information technology security requirements including AICPA SOC 2 Type II certification or equivalent assessments based on NIST 800-53 Moderate controls, FedRAMP authorization, or GovRAMP authorization. GPS devices must sustain 40+ hours of battery life per full charge with reusable or disposable straps requiring no specialized tools for installation; RF monitoring equipment must include redundant communication methods and backup battery support for 24 hours during power outages; and alcohol monitoring devices must demonstrate court-validated accuracy with published independent research. All data centers must be U.S.-based with system uptime of 99.99999%, and contractors must maintain minimum seven-year data retention for GPS and RF services and five-year retention for alcohol monitoring data. The RFP opened on January 15, 2026, with a Questions and Answers deadline of January 29, 2026, and a proposal submission deadline of February 26, 2026; evaluation will occur through a four-stage process allocating 700 technical points and 300 cost points, with proposals requiring a minimum technical score of 420 points to advance to cost evaluation, and award recommendations anticipated for approximately May 2026 with contract execution to follow.
The Master Agreement will have an initial term of two years with options for four additional renewal periods at the Lead State's discretion and by mutual agreement, and there are no specific set-aside designations or restrictions limiting response to particular types of organizations; however, participating entities eligible to use the resulting Master Agreement include state departments, institutions, agencies, political subdivisions, educational institutions, federally recognized tribes, and eligible nonprofit organizations. Awards will likely be made to multiple contractors per category based on evaluation of technical and cost proposals, with the Lead State and Multistate Sourcing Team determining award recommendations using methods such as identifying natural breaks in total scores and establishing minimum scoring thresholds to ensure optimal contractor representation for all participating entities. No current incumbent vendors or specific existing infrastructure requiring integration was identified in the RFP documentation. The estimated total annual volume across all interested states is $6,358,000, with participation estimates ranging from $228,000 for Hawaii to $4,500,000 for Connecticut, and historical sales data from 2021 through 2025 demonstrates annual market activity ranging from $20.88 million to $30.56 million, with NASPO ValuePoint contractors reporting $29 million in electronic monitoring sales in 2024. All proposed costs must be inclusive of fees, shipping, delivery, and the NASPO ValuePoint administrative fee of 0.4 percent (potentially reduced to 0.33 percent for full compliance with reporting requirements) of quarterly invoiced sales, representing not-to-exceed pricing guaranteed throughout the initial two-year term, with any price adjustments for renewal periods requiring at least 90 days' notice and supporting documentation of cost increases.
