About this opportunity
The Town of Mooresville, North Carolina, is seeking bids for the East Center Avenue Stormwater Improvements project, a comprehensive infrastructure enhancement initiative. The procurement is for a single prime contract, with bids to be received on February 28, 2025, at 10:00 am at the Mooresville Town Hall. The project encompasses extensive stormwater management improvements, including the installation of new catch basins from Church Street to Statesville Avenue, replacement of 15" to 48" Reinforced Concrete Pipe (RCP), and a 120-linear-foot culvert replacement with an upgraded 8'x8' reinforced concrete box culvert. Additional scope includes replacing the existing waterline with a new 8-inch water main, installing two Regenerative Stormwater Conveyance (RSC) systems, and stabilizing the Dye Creek stream and floodplain. A notable feature is the construction of a 12'-wide, 1,200-foot multi-use path serving as a stormwater educational corridor. A non-mandatory pre-bid conference is scheduled for February 11, 2025, at 10:00 am, followed by a site visit. Bidding documents, priced at $400, are available exclusively through Duncan Parnell's online planroom, with prospective bidders required to obtain documents through this platform to be considered official plan holders.
The solicitation does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. Bidders must purchase the bidding documents directly from Duncan Parnell to be considered official plan holders, with the Town reserving the right to hold bids for up to 91 days for review and potentially reject any proposals. The project includes provisions for ADA compliance, with a qualified interpreter available upon request with 10 days' advance notice. No information is provided about incumbent vendors or existing infrastructure requiring integration. While a specific budget range is not disclosed, the comprehensive nature of the project, which includes stormwater infrastructure improvements, water main replacement, stream stabilization, and multi-use path construction, suggests a significant capital investment. Bids will be accepted on either a lump sum or unit price basis, with the Town maintaining flexibility in the contract award process. Interested contractors should carefully review the Instructions to Bidders for complete submittal requirements, qualifications, and contract award procedures.
Opportunity text
The work will consist of the installation of new stormwater catch basins from Church Street to Statesville Avenue, to reduce street spread and capture sheet flow draining to the roadway. Additional 15" to 48" Reinforced Concrete Pipe (RCP) will be installed to redirect flow to the RSC system, while a 120 linear feet portion of 6'x6' reinforced concrete box culvert (RCBC) will be replaced with an 8'x8' RCBC with custom concrete headwalls, decreasing the slope between the roadway and the stream. Additionally, the existing waterline along East Center Avenue will be replaced with a new 8-inch water main. The upstream culvert headwall at McLelland Avenue will be replaced with a custom concrete headwall to enhance hydraulic efficiency.
Two Regenerative Stormwater Conveyance systems (RSCs) at the outfalls of the East Center Avenue stormwater conveyance system, improving water quality, and reducing water volume reaching Dye Creek. The existing stream and floodplain of Dye Creek will be stabilized, promoting better stream health, and directing flow from the RSCs to Dye Creek. The project also includes the installation of a 12'-wide multi-use path (a stormwater educational corridor) spanning 1,200 linear feet, connecting existing trails to the downstream park and nature preserve..
Bids will be received for a single prime Contract. Bids shall be on a lump sum or unit price basis as indicated in the Bid Form.
Prospective Bidders may examine the Bidding Documents at the Town of Mooresville Public Operations Building at 2523 Charlotte Highway, Mooresville, North Carolina 28117 on Mondays through Fridays between the hours of 9:00 am to 4:00 pm and may obtain copies of the Bidding Documents from the Issuing Office as described below. The Issuing Office for Bidding Document is Duncan Parnell (https://bidroom.duncan-parnell.com/). Documents may be obtained for a purchase price ($400.00) as listed on their website. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
