About this opportunity
The Maryland Department of Public Safety and Correctional Services, Division of Pretrial Detention and Services (DPDS) is requesting proposals for Substance Use Disorder Treatment Services in Baltimore City, including Medication for Opioid Use Disorder (MOUD) counseling and clinical and re-entry services within pre-trial facilities, with proposals due October 16, 2026. A mandatory site visit to the Metropolitan Transition Center (954 Forrest Street, Baltimore) and Baltimore Central Booking and Intake Center (300 E. Madison Street, Baltimore) requires RSVP by September 9, 2026 at 12:00 PM Local Time.
Minority Business Enterprise (MBE) and Veteran-Owned Small Business Enterprise (VSBE) participation goals apply to this procurement. Certified MBE firms count self-performed work toward up to 50 percent of the overall MBE goal and up to 100 percent of individual subgoals; remaining obligations must be achieved through certified MBE subcontractors. Certified VSBEs must be registered on the eMaryland Marketplace Advantage (eMMA) platform at submission. Bidders must submit separate MBE Utilization Affidavits (Attachment D-1A) and VSBE Utilization Affidavits and Participation Schedules (Attachment E) for each service category. Living wage requirements and a 1 percent electronic transaction fee (remitted monthly within 45 days of invoice, incorporated into unit prices rather than charged separately) apply throughout the contract term.
The scope encompasses staffing for a Program Clinical Director, Program Clinical Supervisors, Social Workers (scaling from 3 to 6 FTEs), MOUD Counselors (scaling from 13 to 21 FTEs), and acupuncture services (180 hours in the initial 3-month period, 780 hours annually thereafter). Contractor personnel require Maryland criminal background clearance through the Correctional Centralized Hiring Unit before facility access; a Department of Human Services Hiring Agreement must be executed within five business days of award. Contractors must implement NIST cybersecurity framework standards, maintain separate production and test environments, encrypt sensitive data using FIPS-compliant algorithms, restrict state data processing to continental U.S. data centers, and notify the Contract Monitor and State Chief Information Security Officer of security incidents within 24 hours. Service delivery incorporates standardized clinical assessment tools including the Mental Health Screening Form III (MHSF-III), TCU Drug Screen 5, Brief Addiction Monitor, Columbia Suicide Severity Rating Scale, Family and Recovery Environment Assessment, Problem Gambling Severity Index, and Nicotine Dependence Screening Tool.
The contract term is seven years with two option years. Bidders must submit pricing using an Excel Price Form (Attachment B) with fully loaded hourly rates for each position category plus an administrative fee, both uploaded to eMMA and entered as a lump sum. Monthly reporting on staffing, census, admissions, discharges, treatment outcomes, and urinalysis results is mandatory across five facilities: BCBIC, CDF, MTC, YDC, and MRDCC. Liquidated damages, staffing service level agreements, and monthly MBE and VSBE participation invoice reporting requirements apply throughout performance. All contract materials specify Eastern Time Zone for deadlines. No contract value is stated in the available source material.
