About this opportunity
The City of Douglas, Georgia is requesting sealed proposals for rehabilitation of the Douglas Municipal Airport terminal apron and taxiway under Bid #66812-23-RFP-0020, with proposals due April 28, 2023 at 2:00 P.M. EDT. This is a federally funded project subject to Davis-Bacon Act prevailing wage requirements, DBE participation with a goal of 6.64%, Buy American preferences for steel and manufactured products, and other mandatory federal requirements under the Airport and Airway Safety and Capacity Act of 1987.
The scope includes a Base Bid for terminal apron rehabilitation through full-depth pavement removal, paving, marking, grading, drainage, and erosion control measures (45 consecutive calendar days) and an Additive Bid for Taxiway D rehabilitation via crack sealing or full-depth pavement removal in specified areas (15 consecutive calendar days). Total project duration is 60 calendar days. The contractor must achieve substantial completion within the specified timelines from the Notice to Proceed; liquidated damages apply for schedule overruns. Addendum #2, issued April 25, 2023, addresses asphalt lead times (approximately 90 days) and P-404 fuel-resistant asphalt batch specifications; bidders must acknowledge both Addendum #1 and #2 on the Bid Form to avoid disqualification.
Each bid requires a 5% bid bond; the successful bidder must provide 100% performance and payment bonds with surety maintaining an AM Best rating of A-6 or greater and Georgia licensure. Progress payments are made at 90% of work completed on a net 30-day basis. All bids remain valid for 90 days after opening. Contract award is contingent upon federal funding availability.
A non-mandatory pre-bid conference is scheduled for April 17, 2023 at 11:00 A.M. EDT with a virtual option. The question deadline is April 7, 2023. Site visits may be scheduled through April 7 with Howard Whidden, Airport Manager, at (912) 384-1409. Bidding documents are available at no charge from Michael Baker International, Inc. (Kristen.demita@mbakerintl.com or (770) 263-9118).
