About this file

This is an Addendum No. 1 to proposal and contract documents for the City of Douglas, Georgia, issued by the engineer Michael Baker International, Inc., for the Terminal Apron & Taxiway Rehabilitation project (GDOT Project No. AP023-9058-39(069)). The project encompasses rehabilitation of the existing Terminal Apron and Taxiway D at Douglas Municipal Airport, including full-depth pavement removal, crack sealing, paving, marking, grading, drainage, and erosion control measures. The base bid includes terminal apron rehabilitation with a 45 consecutive calendar day completion timeline, while the additive bid covers taxiway D rehabilitation with a 15 consecutive calendar day completion timeline, resulting in a total project duration of 60 calendar days. The bid due date has been extended to April 28, 2023, at 2:00 PM EDT, with proposals to be opened and read aloud at the City of Douglas Department of Community Development. A non-mandatory pre-bid conference was held on March 31, 2023, with an additional non-mandatory pre-bid conference scheduled for April 17, 2023, at 11:00 AM EDT at 302 South Madison Avenue, Douglas, Georgia 31533. The addendum clarifies that the scope of Additive Bid No. 1 for Phases 4 and 5 has changed, with Phase 4 now requiring 7 days and Phase 5 requiring 8 days, though the overall 15 additional consecutive calendar days remains unchanged.

The contract requires bidders to submit a bid bond equivalent to five percent (5%) of the total contract amount, with successful bidders required to furnish performance and payment bonds at 100% of the contract value. Surety and insurance companies must maintain an AM Best rating of A-6 or greater and be licensed in Georgia. Federal requirements apply to this FAA-funded project under the Airport and Airway Safety and Capacity Act of 1987, including Davis-Bacon Act compliance, affirmative action requirements, Copeland Act provisions, and Contract Work Hours and Safety Standards Act adherence. The notice indicates that Federal and DBE (Disadvantaged Business Enterprise) requirements are not applicable to this solicitation. Progress payments will be made at 90% of work completed as determined by the engineer on a net 30-day basis, with final payment upon substantial completion and acceptance. The contractor must submit certified payroll documentation current within 14 days of each Application for Payment and monthly DBE expenditure reports. Liquidated damages apply for failure to meet the specified completion timelines, with the amount detailed in the Supplementary Conditions, and the contractor is responsible for actual costs incurred by the owner for inspection and engineering observation services beyond the completion date.

Overall goal for minority or female participation for each trade: 6.64%

These goals are applicable to all of the Contractor’s construction work (whether or not it is Federal or federally assisted) performed in the covered area. If the Contractor performs construction work in a geographical area located outside of the covered area, it shall apply the goals established for such geographical area where the work is actually performed. With regard to this second area, the Contractor also is subject to the goals for both its federally involved and non-federally involved construction.

The Contractor’s compliance with the Executive Order and the regulations in 41 CFR Part 60-4 shall be based on its implementation of the Equal Opportunity Clause, specific affirmative action obligations required by the specifications set forth in 41 CFR 60-4.3(a) and its efforts to meet the goals. The hours of minority and female employment and training must be substantially uniform throughout the length of the contract, and in each trade, and the Contractor shall make a good faith effort to employ minorities and women evenly on each of its projects. The transfer of minority or female employees or trainees from Contractor to Contractor or from project to project for the sole purpose of meeting the Contractor’s goals shall be a violation of the contract, the Executive Order and the regulations in 41 CFR Part 60-4. Compliance with the goals will be measured against the total work hours performed.

3. The Contractor shall provide written notification to the Director of the Office of Federal Contract Compliance Programs (OFCCP) within 10 working days of award of any construction subcontract in excess of $10,000 at any tier for construction work under the contract resulting from this solicitation.
