About this opportunity

The Town of Stratford, Connecticut is requesting bids on dewatering, cleaning, groundwater control, CCTV inspection, and Cured-in-Place (CIPP) lining services at the Water Pollution Control Facility (WPCF) Diversion Chamber C under ITB 2027-08, with bids due October 16, 2026 at 10:00 a.m. EDT and a mandatory prebid meeting on September 29, 2026 at 10:00 a.m. Physical bid submission only; electronic submission is prohibited.

The scope encompasses approximately 225 linear feet of 54-inch corrugated metal pipe (CMP) stormwater pipe and approximately 105 linear feet of 12-inch reinforced concrete pipe (RCP) stormwater pipe. Work includes removal and disposal of sediment (estimated 12–24 inches), retrieval of a jetter and cable stuck approximately 70 feet from the inlet, excavation of a buried 12-inch RCP inlet headwall, and plugging the pipe to prevent river water or wetland flow during construction. CIPP lining must occur during dry weather and low river conditions; the contractor is responsible for monitoring rainfall and river levels throughout installation, curing, and testing. Groundwater was observed 5 feet below grade; the contractor must identify and control infiltration. The contractor is responsible for all site safety, utility protection, traffic control, erosion control, and regulatory compliance. Access utilizes existing points at Diversion Chamber C and the catch basin. A non-operational sluice gate exists on the Chamber C structure and should not be relied upon.

All vendors are eligible. The vendor question period runs through October 7, 2026 at 12:00 p.m. EDT; all inquiries must be submitted in writing to Phillip Ryan, Purchasing Agent at pryan@townofstratford.com. Payment terms are Net 30 Days upon approval by all Town boards. No contract value estimate is disclosed.
