The project encompasses dewatering, cleaning, groundwater control, closed-circuit television (CCTV) inspection, and Cured-in-Place (CIPP) lining services on approximately 225 linear feet of 54-inch corrugated metal pipe (CMP) stormwater pipe and approximately 105 linear feet of 12-inch reinforced concrete pipe (RCP) stormwater pipe. A mandatory prebid meeting is scheduled for September 29, 2026 at 10:00 a.m. The vendor question and answer period runs from September 17, 2026 at 1:15 p.m. EDT through October 7, 2026 at 12:00 p.m. EDT, with all inquiries to be submitted in writing to Purchasing Agent Phillip Ryan at pryan@townofstratford.com. The work scope includes removal and disposal of sediment estimated at 12-24 inches, retrieval of equipment stuck approximately 70 feet from the inlet, excavation of a buried 12-inch RCP inlet headwall, and plugging the pipe to prevent river water or wetland flow during construction. CIPP lining must be completed during dry weather and low river conditions, with the contractor responsible for monitoring rainfall and river levels throughout installation, curing, and testing. Groundwater control is required due to groundwater observed 5 feet below grade. The contractor assumes responsibility for all site safety, utility protection, traffic control, erosion control, and regulatory compliance. Payment terms are Net 30 Days upon approval by all Town boards. No estimated contract value is disclosed in the solicitation. All vendors are eligible to respond.
