About this file
This is a solicitation document for the Town of Stratford, Connecticut, issued under Invitation to Bid (ITB) 2027-08 for dewatering, cleaning, groundwater control, closed-circuit television (CCTV) inspection, and Cured-in-Place (CIPP) lining services at the Water Pollution Control Facility (WPCF) Diversion Chamber C. The project scope encompasses approximately 225 linear feet of 54-inch corrugated metal pipe (CMP) stormwater pipe and approximately 105 linear feet of 12-inch reinforced concrete pipe (RCP) stormwater pipe. Work includes removal and disposal of sediment estimated at 12 to 24 inches, retrieval of a jetter and cable stuck approximately 70 feet from the inlet, excavation of a buried 12-inch RCP inlet headwall, and plugging the pipe to prevent river water or wetland flow during construction. A mandatory prebid meeting is scheduled for September 29, 2026 at 10:00 a.m., and bids are due October 16, 2026 at 10:00 a.m. EDT. Physical bid submission is required; electronic submission is prohibited. The vendor question period closes October 7, 2026 at 12:00 p.m. EDT, with all inquiries directed to Phillip Ryan, Purchasing Agent at pryan@townofstratford.com.
The contractor is responsible for all site safety, utility protection, traffic control, erosion control, and regulatory compliance. CIPP lining must occur during dry weather and low river conditions, with the contractor monitoring rainfall and river levels throughout installation, curing, and testing. Groundwater was observed 5 feet below grade, requiring the contractor to identify and control infiltration. Access is available through existing points at Diversion Chamber C and the catch basin. A non-operational sluice gate exists on the Chamber C structure and should not be relied upon. All vendors are eligible to bid. Payment terms are Net 30 Days upon approval by all Town boards. No contract value estimate is disclosed in the solicitation.
