About this opportunity
The state of Florida, specifically involving Wakulla County and Clewiston City, is seeking a professional consultant to perform comprehensive utility negotiation services for a districtwide project. The procurement opportunity focuses on securing technical and administrative support for utility-related activities across multiple jurisdictions. Key services include identifying existing and proposed utility facilities, assisting district legal staff in determining compensable interests, resolving utility facility conflicts with proposed construction projects, and documenting utility company activities for special provisions and project plans. The consultant will be responsible for securing executed legal agreements to clear projects for letting according to state and federal guidelines, analyzing utility relocation schedules for compatibility with Florida Department of Transportation (FDOT) construction timelines, and providing critical support during design conferences and local utility liaison meetings. The contract requires active participation in meetings, preparation of presentations, distribution of meeting minutes, and providing ongoing utility issue support as directed by the District Utility Administrator or Engineer. The procurement opportunity was posted on March 3, 2025, with proposals due by May 2, 2025, giving potential respondents approximately two months to prepare and submit comprehensive proposals.
While specific set-aside designations or disadvantaged enterprise requirements are not explicitly detailed in the provided information, the contract appears to be a professional services procurement targeting experienced utility negotiation consultants with specialized knowledge of infrastructure and regulatory compliance. The scope suggests a preference for firms with demonstrated expertise in utility coordination, legal agreement preparation, and interagency communication. No incumbent vendors or specific budget ranges were mentioned in the available documentation. The contract seems structured as an as-needed professional services agreement, indicating potential flexibility in engagement and scope of work. The geographical coverage spanning Wakulla County and Clewiston City suggests a regional approach to utility negotiation and infrastructure planning. Potential respondents should possess strong technical understanding of utility infrastructure, legal frameworks, and FDOT construction processes, with the ability to provide comprehensive support across multiple project phases and administrative requirements.
