About this file
This document is a Questions and Answers memorandum issued by the Florida Department of Transportation (FDOT) for the Districtwide Miscellaneous Utility Negotiation Activities procurement (Proposal ID: DOT-RFP-25-3004-CS). The document addresses seven specific questions from potential proposers regarding submission requirements, including clarifications about required forms such as the Bid Opportunity List, Anticipated DBE Participation Statement, and Foreign County of Concern Attestation. FDOT indicates that several sections of the Request for Proposal (RFP) will require addendums to address electronic submission processes, page formatting, and form requirements. The memorandum is dated 3/10/2025 and is directed to all proposers, providing critical guidance on proposal preparation and submission.
The memorandum reveals that some initially referenced forms are not required for this selection, while others will be addressed through future addendums. Notably, the "Affidavit Regarding Labor and Services" form is confirmed to be completed only after contract award, not with the initial proposal. The document suggests an evolving procurement process that is adapting to electronic submission methods, with FDOT planning to issue clarifying addendums to resolve potential ambiguities in the original RFP. The procurement appears focused on utility negotiation activities, requiring detailed administrative and technical support for utility-related project coordination across Florida's transportation infrastructure.
