The County of San Mateo is requesting proposals for Dinex Cart Service to support San Mateo Medical Center, a public hospital and clinic system in San Mateo County, with proposals due October 14, 2026 at 1:00 p.m. via the OpenGov eProcurement portal. Questions are due September 30, 2026 at 1:00 p.m. No pre-proposal conference or site visit is scheduled. The County has adopted a Procurement Preference for Local Businesses and Local Non-Profits Ordinance offering 5 to 10 percentage points to qualifying local businesses, local non-profits, small businesses, and micro businesses.

The scope involves repair and maintenance of Dinex heated patient meal carts, specifically addressing oil leaks from elbows and hot-side coils requiring coil replacement and conversion of refrigerant to California-compliant R448A. The contract term is five years. Proposers must have a minimum of five years of experience providing similar services, legal authorization to do business in California, SAM registration, non-debarred status from federal exclusion lists, and specified insurance coverage including $1,000,000 general liability and $1,000,000 products liability.

Proposals will be evaluated on project approach (30 points), firm qualifications (25 points), team qualifications (20 points), and price (25 points). Submissions must include introduction letters, statements of qualifications, project approach, proposed schedule, firm and team qualifications with resumes and references, and a separate fee proposal.

Awardees must comply with the County's Living Wage Ordinance (currently $17.00 per hour, adjusted annually by CPI), HIPAA Business Associate Agreement requirements, Section 504 Rehabilitation Act compliance, fingerprinting certification for personnel with child contact, Intellectual Property Rights assignment (all work products vest in the County as work-made-for-hire), and Vendor/Contractor Access Policy requirements including data encryption, IT security compliance, and network access protocols. Contractors must also comply with the County's Corporate Compliance Code of Conduct governing health care program requirements, anti-kickback rules, and incident reporting. The County retains the right to accept other than the lowest-priced offer and to reject non-responsive proposals.
