About this opportunity
The County of San Mateo's Health Care for the Homeless and Farmworker Health Program, administered within San Mateo Medical Center (SMMC), is seeking proposals for Expanding Nutrition Services for People Experiencing Homelessness, with proposals due December 4, 2026. The program seeks to expand nutrition services that connect individuals experiencing homelessness and farmworkers with their families to health services through touchpoints including San Mateo County Health departments (BHRS, PHPP, and SMMC) and community-based organizations. Services are provided regardless of documentation or insurance status, and the program holds Federally Qualified Health Center status under HRSA compliance.
Awarded contractors must meet several compliance obligations drawn from the attached documents. Any contractor handling protected health information must execute a HIPAA Business Associate Agreement, report unauthorized uses or disclosures within three business days, and return or destroy all PHI at termination. Personnel and subcontractors with contact with children must complete fingerprinting. Contractors with 15 or more employees must designate a Section 504 coordinator, while contractors with fewer than 15 employees sign the compliance statement without designating one. The Living Wage Ordinance applies to all contractors, subcontractors, and vendors, covering full-time and part-time employees. Contractors must also comply with Exhibit E, SMMC's Corporate Compliance Code of Conduct, which requires reporting suspected federal health care program violations to the SMMC Compliance Officer within fifteen days of discovery. Contractor personnel must pass background investigations and ongoing credentialing reviews under the Vendor Contractor Access Policy.
Intellectual property provisions vest ownership of all work products in the County. Work products are deemed work-made-for-hire, and contractors must obtain assignments from personnel and subcontractors where work-made-for-hire status does not apply. The County reimburses filing fees associated with those assignments.
The sample service agreement template is designed for contracts exceeding $200,000. It permits either party to terminate without cause on thirty days' written notice and allows County termination for cause if a breach is not cured within ten calendar days. The template is governed by California law, with venue in San Mateo County Superior Court or the United States District Court for the Northern District of California. Invoices are submitted electronically to SMMC Accounts Payable and require approval from the designated Contract Owner. The source lists San Mateo County and San Francisco City as jurisdictions.
