About this opportunity

The County of San Mateo, through San Mateo Medical Center, is soliciting proposals for on-call maintenance, repair, and OSHA-compliant operator safety certification services for its material handling equipment. Questions are due November 17, 2026 at 1:00 p.m., and proposals are due December 8, 2026 at 1:00 p.m. through the eProcurement portal. Under San Mateo County Ordinance Code Chapter 2.89, local businesses and local non-profits receive 5 to 10 preferential points, with additional preference for small and micro businesses or non-profits.

Scope covers three service categories: on-site forklift operator training and certification conforming to OSHA 1910.178(l); preventative maintenance on one Toyota electric three-wheel forklift and one HDK LSV golf/utility truck, on a semi-annual or 250-hour basis; and as-needed repairs on three Dayton pallet jacks with 48-hour turnaround. Routine repairs on the forklift and LSV require 24-hour response, and emergency repairs require 4-hour response. Contractors must have at least five years of experience providing similar services, maintain SAM.gov registration, and carry $1,000,000 general liability, $1,000,000 products liability, and $5,000,000 cyber liability coverage. Warranty terms require a 90-day labor warranty and manufacturer warranty on parts. The contractor handles lawful removal and disposal of hazardous waste generated during servicing.

Pricing requires line items for new forklift operator certification (per employee), three-year recertification (per employee), scheduled preventative maintenance (flat rate per visit), standard and emergency labor (hourly), and parts markup (percentage over invoice cost). Awardees must sign the County's standard service agreement, with a term of up to five years. Compliance attachments require HIPAA business associate terms, a Section 504 assurance, fingerprinting certification for personnel with child contact, and adherence to the County living wage ordinance. Work products become County property.

Evaluation weights are Project Approach at 30 points (27.3%), Firm Qualifications at 25 points (22.7%), Team Qualifications at 20 points (18.2%), and Price at 25 points (22.7%). No pre-proposal conference or site visit is scheduled.
