About this opportunity

Collin County, Texas is seeking design services for a new Animal Shelter Adoption Center through Request for Qualifications (RFQ) #2024-345. The project involves designing a one-story facility approximately 10,000 square feet, with the selected firm responsible for evaluating three potential building locations and providing comprehensive design and construction administration services. The county intends to use a Construction Manager-at-Risk delivery format, though reserves the right to modify the approach. Evaluation criteria are detailed and weighted, with 45 points allocated to performance on past representative projects, 20 points for overall qualifications, 10 points for prime firm's service capabilities, 10 points for problem resolution ability, and 5 points for proposal format. Submission of qualifications is due by September 5, 2024, at 2:00 P.M. at the Collin County Administration Building in McKinney, Texas. Interested firms must demonstrate expertise in animal shelter design, provide comprehensive documentation, and comply with local government contracting requirements.

No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly mentioned in the documents. The procurement appears open to qualified architectural and design firms with demonstrated experience in municipal facility design. While no incumbent vendors were identified, the sample agreement suggests potential for additional small county projects under $1,750,000. Insurance requirements are comprehensive, mandating commercial general liability ($1,000,000 per occurrence), professional errors and omissions liability ($1,000,000), workers' compensation, and automobile liability coverage. The contract will require completion of a Conflict of Interest Questionnaire and compliance with Chapter 176 of the Local Government Code. Though a specific project budget was not disclosed, the detailed RFQ and sample agreement indicate a professional services contract with compensation structured on an hourly rate basis, with monthly invoicing for work performed.

The County's intent is that selected firm will provide a price for design and construction phase services of the building where the general contractor will be awarded by a separate contract in a Construction Manager-at-Risk delivery format (local government code 2269 §§251-258). The County reserves the right to select another construction delivery method as is in the best interest of the County.
