About this opportunity

Harris County Flood Control District is procuring construction services for the Isom Stormwater Detention Basin project through a Competitive Sealed Proposal (CSP) process, with an estimated budget of $10,747,981 funded through Community Development Block Grant-Disaster Recovery (CDBG-DR) sources administered by the Texas General Land Office. The project involves constructing approximately 576.90 acre-feet of stormwater detention storage by extending the existing P518-11-00 detention basin located between Isom Street and Halls Bayou, from Aldine Westfield Road to Chrisman Road, including clearing and grubbing, demolition, earthwork, excavation and backfill, embankment grading, concrete pilot channels, riprap, detention pond construction with clay liner features, outfall slip-lining, culvert installation, concrete access roads, safety fencing, and stormwater pollution prevention measures. The contract requires completion of all work within 310 calendar days from notice to proceed, with 40 calendar days allocated for inclement weather, and contractors must perform a minimum of 25 percent of work with their own organization while complying with prevailing wage requirements under Davis-Bacon standards at the greater of applicable prevailing wage rates or Harris County's Contractor Minimum Wage of $21.65 per hour. Qualified bidders must demonstrate a minimum of five years of experience in similar services, maintain no record of default on government contracts, and comply with all federal, state, and local requirements including environmental regulations, Section 3 employment requirements, and OSHA safety standards. A mandatory pre-proposal conference is scheduled for March 23, 2026, at 10:00 a.m. via Microsoft Teams; written questions must be submitted by March 24, 2026, at 12:00 p.m. CST; and proposals are due by April 6, 2026, at 2:00 p.m. to the Harris County Purchasing Agent at 1111 Fannin Street, 12th Floor, Houston, Texas 77002. Evaluation criteria are weighted as Proposed Project Cost (50%), Schedule and Work Plan (30%), Key Personnel Experience (10%), and Capacity, Equipment, and Subcontracting Plan (10%), with Harris County awarding to the responsible offeror whose proposal is most advantageous considering price and other factors.

The procurement includes significant diversity and disadvantaged enterprise requirements, mandating that contractors demonstrate good faith efforts to engage certified Minority- and Women-Owned Business Enterprises (M/WBE) as subcontractors and comply with Harris County's M/WBE Utilization Plan requirements, with M/WBE certifications accepted from the City of Houston, U.S. Small Business Administration 8(a) program, Texas Unified Certification Program, National Minority Supplier Development Council, Houston Minority Supplier Development Council, Women's Business Enterprise National Council, and Women's Business Enterprise Alliance. Additionally, Section 3 requirements mandate that 25 percent of total labor hours be performed by Section 3 workers with an additional 5 percent designated for targeted Section 3 workers who are service area residents, requiring contractors to conduct outreach through local advertising, job site signage, workforce development boards, and the Harris County Department of Economic Equity and Opportunity. Contractors must obtain and maintain comprehensive insurance coverage including Workers Compensation, Commercial General Liability, Automobile Liability, Umbrella/Excess Liability, and Professional/Errors & Omissions coverage, with the Harris County Flood Control District named as Additional Insured on a primary, non-contributory basis, and must provide bid guaranty in the amount of 5 percent of the total bid value and performance and payment bonds equal to the full contract amount from Texas-authorized surety companies. The project is subject to strict federal compliance requirements including Davis-Bacon prevailing wage standards, Contract Work Hours and Safety Standards Act compliance, debarment verification through SAM.gov, civil rights protections under Title VI of the Civil Rights Act of 1964, environmental compliance with the Clean Air Act and Clean Water Act, heat protection safety requirements, and compliance with Uniform Administrative Requirements under 2 CFR 200. With an estimated contract value of $10,747,981, this represents a significant construction opportunity for qualified contractors capable of managing complex stormwater detention infrastructure projects while meeting extensive federal, state, and local compliance obligations, diversity goals, and safety requirements.
