About this file
This is a Heat Protection Safety Requirement guidance document applicable to the Isom Stormwater Detention Basin project for the Harris County Flood Control District in Texas. The document establishes mandatory weather-related safety provisions that the Prime Contractor must incorporate into the project Safety Plan to protect workers from extreme heat, cold, and other adverse weather conditions. At minimum, the Safety Plan must include provisions for preventing heat-related and cold-related illnesses during work execution. When temperatures or heat index values exceed 90 degrees, the contractor must develop a project-specific Heat Awareness Plan that includes acclimatization measures, water provision, rest periods, and shade accommodations. During extended periods of adverse weather, the Prime Contractor is required to provide additional worker accommodations as deemed necessary.
All vendors submitting Competitive Sealed Proposals for this project acknowledge and agree to comply with these heat protection safety requirements upon signature of the proposal acknowledgement at time of submission. This requirement applies to the stormwater detention basin project with an estimated budget of $10,747,981, which is funded through CDBG-DR (Community Development Block Grant - Disaster Recovery) sources.
