About this file
This is a Certification Regarding Lobbying form required for submission with proposals for the Isom Stormwater Detention Basin project for the Harris County Flood Control District in Texas, a contract opportunity with an estimated budget of $10,747,981 funded through CDBG-DR. The certification document serves as a prerequisite for contract awards exceeding $100,000 and must be completed and signed by the offeror's authorized official, with the certification language required to be included in all subaward documents at all tiers.
The form requires offerors to certify that no Federal appropriated funds have been or will be paid to influence Federal officers, Congressional members, or their employees in connection with the contract award. If non-Federal funds have been used for lobbying activities, offerors must complete and submit Standard Form LLL, Disclosure Form to Report Lobbying Activities. The certification is a material representation of fact required by 31 U.S.C. 1352, with civil penalties ranging from $10,000 to $100,000 for failure to file required disclosures. The form includes detailed fields for documenting the type of Federal action, reporting entity information, Federal agency details, Federal program description, lobbying registrant information, and individuals performing lobbying services, with all information subject to semi-annual reporting to Congress and public inspection.
