About this opportunity

The Canaveral Port Authority is soliciting proposals through a Construction Management at Risk (CM@R) procurement for the Cruise Terminal 10 Landside Improvements project (RFP-25-16). Located in Cape Canaveral, Brevard County, Florida, the project aims to enhance cruise terminal infrastructure to accommodate larger vessels with approximately 7,000-passenger capacity. Key deliverables include expanding the terminal building to provide additional queueing areas, improved passenger security screening, general seating (750 seats), VIP seating (250 seats), and a separate luggage laydown building. The selected CM@R firm will provide preconstruction services, establish a Guaranteed Maximum Price (GMP), and potentially execute a GMP Amendment. Proposals were due on November 6, 2025, at 2:00 PM EST, with a non-mandatory pre-proposal meeting held on October 15, 2025. The Selection Committee met on November 13, 2025, to review proposals and prepare a shortlist, with final ranking presentations scheduled for November 20, 2025, and Board approval anticipated at the December 10, 2025 commission meeting.

The solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. Four construction management firms were ranked by the Selection Committee: PCL Construction Services Inc. (Orlando, FL) in first place, Evans General Contractors (Jacksonville, FL) in second place, Yonkers Industries (Windermere, FL) in third place, and MEC General Contractors (Melbourne, FL) in fourth place. The project budget is $50,000,000 for terminal landside work and associated sitework, with pre-construction services estimated at approximately 3 months beginning January 2026. Construction services are required to achieve substantial completion by September 30, 2027, with liquidated damages of $10,000 per day for schedule non-compliance. The contract will be executed using AIA Document A133-2009 Standard Form of Agreement and will require a Public Construction Bond and comprehensive insurance with $10,000,000 general liability limits. The improvements will be completed in phases during non-ship days or night shifts to maintain continuous cruise terminal operations.
