Sealed written proposals are due by November 6, 2025, at 2:00 PM EST at the Maritime Purchasing Center, 399 Challenger Road, with electronic copies required through VendorLink. Selection committee meetings are scheduled for November 13, 2025, at 2:00 PM to review proposals and prepare a shortlist, with presentations/interviews and final ranking meetings on November 20, 2025, at 2:00 PM. The final ranking will be presented to the Board of Commissioners for approval at the December 10, 2025, regularly scheduled commission meeting. It is anticipated that only one firm will be selected.
The solicitation is governed by CPA Policy POL-2016-002-PUR-3 and Florida Statutes 287.055 (Consultants Competitive Negotiations Act). The Canaveral Port Authority reserves the right to reject all proposals with or without cause, waive technical errors and informalities, and select the proposal that best serves the Owner's interests. CRUISE TERMINAL 10 LANDSIDE IMPROVEMENTS
RFP-25-16 / PN 25-045B
REQUEST FOR PROPOSALS
The Canaveral Port Authority is seeking proposals from qualified Construction Management at Risk firms for the Cruise Terminal 10 Landside Improvement project (RFP-25-16 / PN 25-045B) for the Canaveral Port Authority, Cape Canaveral, Florida. Preconstruction services, establishment of a Guaranteed Maximum Price (GMP) and the potential execution of a GMP Amendment will be required. The project includes improvements to accommodate larger vessels with capacities of approximately 7,000 passengers. An expansion of the building to provide additional queueing areas, improve the passenger security screening, general (750 seats) and VIP (250 seats) passenger seating, and a separate building for luggage laydown area is anticipated. Minimum work is planned for the Customs and Border Protection (CBP) Federal Inspection Service (FIS) area. The cruise terminal will not cease operations during construction. The improvements will be completed in phases during non-ship days or night shifts.
Effective October 13, 2025, Proposal Packets can be downloaded directly from the CPA website https://www.portcanaveral.com/business/vendor-services/bids-solicitations via the VendorLink portal.
Direct all inquiries to Karen Pappas at (321) 394-3219 or kpappas@portcanaveral.com. This solicitation is governed by CPA Policy POL-2016-002-PUR-3, Establishment of a Limited Communications Period with Respect to Procurement Procedures. A copy of this policy is available on the CPA website.
A non-mandatory pre-proposal meeting and site visit is scheduled for 10:00 AM on October 15, 2025, at the Maritime Center, 445 Challenger Rd, Cape Canaveral, FL 32920.
Sealed written Proposals will be received by the undersigned at the Canaveral Port Authority, Maritime Purchasing Center, 399 Challenger Rd., Cape Canaveral, Florida until November 6, 2025, at 2:00 PM- EST (Eastern Standard Time). The Maritime Purchasing Center is open week days from 8 AM to Noon and from 1 PM to 5 PM. Also, by the specified date and time, an electronic copy of the Proposal must be uploaded through VendorLink. These services will be acquired in compliance with the Consultants Competitive Negotiations Act, Florida Statues 287.055.
A selection committee meeting will be held on Thursday, November 13, 2025, at 2:00 PM for the purpose of reviewing proposals and preparing a shortlist. If deemed required by the selection committee, the shortlisted firms will participate in presentations/interviews followed by another selection committee meeting to prepare the final ranking on Thursday, November 20, 2025, at 2:00 PM. The final ranking will be presented to the Canaveral Port Authority Board of Commissioners for approval at the December 10, 2025, regularly scheduled commission meeting. The selection committee meetings will be held in the Conference Room of the Maritime Purchasing Center, 399 Challenger Rd., Cape Canaveral, Florida and will be open to the public.
It is anticipated that only one firm will be selected. The Owner reserves the right to reject all proposals with or without cause, to waive technical errors and informalities, and to accept the proposal that best serves the Owner.
