The existing foam-filled fenders are assumed to be in good condition and suitable for use without upgrades, though the report notes that larger diameter fenders may be considered if fender compression becomes problematic during operations. The report recommends that passenger movements cease when wind speeds exceed 35 knots and that vessels begin preparations to depart if sustained winds are anticipated to exceed 40 knots. MOORING ANALYSIS MEMO
Introduction
This mooring analysis memo summarizes the findings of a mooring analysis performed for the design vessels to berth at
Cruise Terminal 10 (CT10) at Port Canaveral. This analysis was performed in keeping with the standards and practices from previous mooring analysis reports that have been performed and prepared for the Canaveral Port Authority (CPA).
The goal of this mooring analysis is to determine what marine upgrades may be required to safely moor the desired vessels considered in this study at CT10. The existing bollards at CT10 were gathered from past documents provided by CPA for consideration of this study. No inspection or assessment of the capacity of these bollards was included as part of this study. See Figure 1 for the existing conditions used for this mooring analysis study. The following sections briefly cover that process and end with findings and conclusions.

Mooring Assessment
Basis of Analysis
For this mooring analysis, wind was the primary environmental variable for consideration of this study. The berth at
CT10 is very protected from waves and passing ship affects. There is a turning basin nearby, however, those affects are not expected to impact the results from this study, as it is unlikely for ships to be maneuvering in the turning basin with the sustained wind speeds analyzed in this study. No passing ship effects, berthing analysis, or dynamic analysis was used for this study.

The wind speed for this mooring analysis focused around achieving a safe mooring line configuration of at least 40 knots with a 60-second sustained wind.
The ship movement for this analysis considers a max vessel excursion (movement) of +/- 0.5 meters, which results in
1.6 feet of movement in any direction (surge, sway, or heave). The purpose of this limit is to follow the industry standard of maximum typical movement for a ship to accommodate the connection to the passenger boarding bridge (PBB). The actual limit each PBB can accommodate may be greater than this limit, however, it is unlikely ship operations for passenger movements would occur during high-wind events that were considered in this mooring analysis.
Vessel and Mooring Line Parameters
The following are the ship parameters used for this mooring analysis. These values were provided by each cruise line for the use of this study. This study follows the recommendations from OCIMF, which state a limit of 50% of breaking line strength (BLS) should be used for any mooring line. Exceeding this limit will result in a reduced factor of safety below recommendations from Oil Companies International Marine Forum (OCIMF).

Mooring Arrangements
The following are the mooring arrangements considered for each vessel in this study. A total of 3 new bollards (labeled as Bollards *A, *B and *C in the figures below) are new bollards that are recommended for safe mooring at CT10.
These recommendations are covered at the end of this report and included in the mooring exhibits in Appendix A.

Fender Assessment
This mooring analysis considered the existing foam filled fenders are to be used without improvements. This analysis assumes the existing fenders are in good working condition. No evaluation or inspection of the mooring fenders was performed as part of this study. The load deflection profile used for fender properties are shown below.

Mooring Analysis Results
A mooring analysis using the quasi-static mode was run in OPTIMOOR to determine the results of the mooring analysis for wind. Since the berth is sheltered from waves and current, these effects were ignored for this analysis. The ships are partially shielded from wind due to the surrounding terminal buildings, but this wind shielding was ignored for this analysis.
The following figures are the wind rose for each mooring configuration for each vessel in the study. The plots depict the limits where each element meets the target limit. The line colors correspond to the limits on the right side of the wind rose plot.

The following figures depict the results of the mooring analysis for using a 40 knot wind (60-second wind) in all directions. The values for mooring lines, fenders, bollards, and ship movement are the maximum values recorded during the analysis. The results for each element do not necessarily occur at the same time. For the mooring line results, there is a cell titled “Worst Direction” and the angle displayed (in degrees) relates to the worst-case wind direction for that particular mooring line and the corresponding max line tension.
For each analysis, the mooring line tension, fender compression, bollard loading, and ship movement (surge, sway, and heave) were checked. For sway, an inward way that exceeds the target limit of 1.6 feet is expected, as that relates to the compression of the foam filled fenders, which have a max design compression of 3.9 feet.

Conclusion The mooring analysis concludes that the ships considered in this study can meet the OCIMF recommendation of 50% of breaking line strength for sustained winds up to 40 knots. To achieve this condition, the following is a list of mooring upgrades that will be required at CT10:
1. The addition of three (3) 200 metric ton mooring bollards with monopile foundations, shown as Bollards *A, *B, and *C.
a. 150 metric ton bollards are a minimum, the cruise lines may require 200 mT bollards for new bollards, thus it is recommended to go with the higher capacity bollards to avoid potential safety concerns with the cruise lines in the future.
2. The construction of a new toe wall and bulkhead to deepen the berth pocket at CT10.
3. Scour protection mattress at the toe wall/bulkhead area of the deepened berth pocket.
See Figure 18 for a summary of these recommendations.

At the direction of CPA, the recommended new bollard to the west (labeled Bollard *C in the analysis results) was positioned to not be any further west than the existing mooring dolphin with four (4) 150 metric ton bollards, to avoid potentially encroaching into the agreed limits of the nearby federal channel. This limitation does cause some reduced benefits for the longer vessels, like Icon of the Seas, as the resulting mooring line angles are not optimal.
The vessels considered in this study are the largest cruise ships currently in use anywhere in the world, they are very susceptible to wind effects. For this reason, it is recommended ship passenger movements cease when wind speeds are expected to exceed 35 knots. These ships, in particular Icon of the Seas, should begin making preparations to leave the berth if sustained winds are anticipated to exceed 40 knots to avoid the risk of breaking mooring lines or overloading mooring bollards.

Starboard Side Mooring provides the best overall mooring results. Port side mooring will require the vessels to be situated within the expanded berth pocket to achieve improved mooring line angles, particularly to the eastern mooring bollards. This may cause the minimum separation from the bow of the vessel to be less than 60 feet from the nearest adjacent bulkhead element.
If fender compression becomes a problem during operation, CPA may want to consider upgrading fenders to a larger diameter. This must be carefully coordinated with a passenger boarding bridge (PBB) study to ensure reach is not an issue. This should be considered if fender compression and separation from existing PBBs becomes an issue.
The ship passenger doors were evaluated for starboard and port side mooring for the 3 design vessels in this study. All ships appear to be within the existing terminal door envelope, which should allow two (2) PBBs to connect to each vessel at the desired upper passenger doors for each ship. See Appendix A for the mooring plan layouts with terminal door envelope and ship shell doors depicted for each mooring configuration.
Rough Order of Magnitude Estimate
A rough order of magnitude (ROM) cost estimate has been prepared as part of this study. The following elements are considered for this ROM. This estimate is based on historical construction costs for similar elements. No calculations or engineering for the design of these elements were performed. It is assumed the design for the mooring bollard monopiles, bulkhead, scour protection, and other related elements will be performed with the input of a geotechnical engineer to make recommendations on pile driving, scour, and stability recommendations. There is a deck structural infill section that is required to allow for the necessary PBB movement (see exhibits in appendix). This infill section was previously included in a CT10 waterside modifications bid package in 2019, but was not built. Dredge volume for the deepened berth pocket was not included in this ROM estimate.
This ROM estimate assumes Buy America requirements for domestically sourced materials, should federal funding be used for any of these projects. Costs may be subject to escalation or impacts from tariffs, which have not been included in this estimate. This estimate does not include soft costs, such as design, permitting, bonding, insurance, or other associated costs.
