About this opportunity

The City of Tarpon Springs, Florida is soliciting competitive sealed bids for the Craig Park Seawall Phase 1 Rebid project (Bid No. 260120-B-JL), a heavy construction infrastructure initiative located in Pinellas County. Electronic bids must be submitted through the Bonfire procurement portal by 3:00 p.m. on March 6, 2026, with a Notice to Proceed anticipated for March 1, 2026. The project encompasses comprehensive seawall replacement and elevation work to protect Craig Park from tidal flooding by raising the perimeter elevation from approximately 2.0 feet to 5.0 feet or higher above mean sea level. Specific deliverables include replacement of approximately 3,300 linear feet of the existing seawall with new fiber reinforced polymer or vinyl sheet pile construction with concrete caps, replacement of failing sidewalks at the new elevation, reconstruction of the observation deck on the east side of Spring Bayou, addition of a grassy berm on the western side, installation of nine tidal check valves with manatee protection grates in various pipe sizes, installation of 535 cubic yards of backfill within water areas, protection and additional drainage improvements around the War Memorial, and comprehensive stormwater drainage infrastructure including inlets, pipes, and anti-tidal influx check valves. The contractor must achieve substantial completion within 270 calendar days from the Notice to Proceed, with liquidated damages of $471.00 per day assessed for delays beyond the contract period. All work must comply with federal prevailing wage requirements established under the Davis-Bacon Act, with hourly rates ranging from $7.25 to $39.01 depending on classification, as well as Build America Buy America Act domestic materials requirements, E-Verify employment verification, and federal nondiscrimination standards. Required qualifications include possession of appropriate contractor licensing, bonding capacity for a five percent bid guarantee and 100 percent performance and payment bonds from a surety rated A- or better, commercial general liability and workers' compensation insurance, builder's risk coverage, and demonstrated ability to manage complex waterfront construction involving seawall installation, sheet pile driving with nonvibratory methods, and stormwater systems installation.

This procurement includes no specific set-asides for disadvantaged businesses or minority-owned enterprises based on the available solicitation documents, though all contractors must comply with Section 3 Worker hiring requirements and targeted worker employment obligations when applicable under federal infrastructure funding guidelines. The project is funded substantially by a $2 million federal grant from the U.S. Department of Housing and Urban Development secured through former Representative Gus Bilirakis, which covers only the waterfront adjacent to Craig Park from the boat ramp to the observation deck, with future Phase 2 work planned for the remaining waterfront on the north side of Spring Bayou. The engineer's estimated construction cost ranges from $1,000,000 to $5,000,000, though this represents a rebid following a previous solicitation, and the actual contract sum will be determined through the competitive bidding process. No incumbent contractor information is identified in the available documents. All bidders must acknowledge receipt of and compliance with federal contract provisions including the FHWA Form 1273 requirements, Davis-Bacon wage determinations, labor standards documentation, and weekly certified payroll submission protocols. The project requires compliance with permits issued by the U.S. Army Corps of Engineers under Nationwide Permit 3 (valid until March 14, 2026), Pinellas County Water and Navigation Permit WND-23-00742, and adherence to detailed technical specifications and construction plans prepared by Stantec Consulting Services, with all work subject to design review and monthly progress payment certification by the Architect/Engineer.

Opportunity text

• Project purpose: To protect Craig Park from tidal flooding by raising the elevation all around the perimeter of the park. • Existing conditions: o The existing sidewalk and seawall are failing in parts around the permitter of Craig Park. Failing sidewalk sections have undergone "patch" repairs over the past few years, but they have intermittently and frequently been closed to pedestrians for safety reasons. o In most places the sidewalk sits at approximately +/- 2.0 feet above mean sea level. o The existing observation deck (the dock on the east side of Spring Bayou) sits at approximately 3.0 feet above mean sea level and is supported by a shallow sea wall. It is structurally failing and is at risk of eventual collapse. o A $2M grant from the Federal Government (secured through efforts of former Representative Gus Bilirakis) is being used to cover a significant portion of the cost of the project. The grant covers only the waterfront adjacent to Craig Park from the boat ramp to and including the observation deck. The remaining waterfront on the north side of Spring Bayou will be completed as a later second phase. • Implementation: The project goal will be accomplished by the following: o Replacement of most of the seawall with a new seawall at a higher target elevation (5.0 feet or more above sea level) o Replacement of the existing sidewalk at the new elevation. o Replacement of the existing observation deck at the new elevation. o Addition of a short grassy berm (less than 2-feet above grade) around the western side of the park at the new elevation. o Replacement of seawall cap along the western side of the park (no seawall replacement is necessary in that portion of the project). o Protection of the War Memorial including additional drainage o Addition of drainage inlets, pipes, and stormwater check valves to prevent tidal influx throughout the park. o Other various repairs as needed o No changes are proposed to the boat ramp or the boat ramp parking area at this time. • Special note about the schedule: The project is expected to be complete well before January 6, 2027. However, in the event that construction duration extends up to or beyond January 6, 2027, the contractor must make provisions to accommodate the annual Greek Epiphany Celebration on that date with unrestricted access to the eastern section of Spring Bayou (east of and including the War Memorial) and all of the surrounding platforms and sidewalks.
