About this file

This is an Addendum 1 to Bid #260015-B-JL issued by the City of Tarpon Springs, Florida for the Craig Park Seawall Phase 1 Project. The addendum modifies the submittal due date from January 23, 2026 to January 30, 2026 and establishes an anticipated Notice to Proceed date of March 1, 2026. The project involves replacing the seawall and sidewalk around Craig Park's perimeter, raising elevation to 5.0 feet or more above sea level to protect against tidal flooding. Key project components include installation of 9 tidal check valves (7 in new 12-inch PVC pipe, 1 in new 18-inch RCP, and 1 in existing 12-inch RCP), 15 Manatee grates in various sizes (12 for 12-inch round pipes, 1 for 18-inch, 1 for 36-inch, and 1 for 29-inch by 45-inch elliptical pipes), landscape rock placement around the War Memorial, and drainage improvements. Bids must be submitted exclusively through the Bonfire electronic procurement system, and all required proposal documents including signed bid forms and the bid table constitute the formal submission.

The engineer's estimated construction cost ranges from $1,000,000 to $5,000,000. The project is funded in part by a $2 million Federal Government grant secured through former Representative Gus Bilirakis, which covers the waterfront adjacent to Craig Park from the boat ramp to the observation deck. Key specification clarifications addressed in the addendum include confirmation that commercial fiber is not required in sidewalk concrete, no project-specific Builders Risk insurance is required, polymeric sheet piles are mandatory (steel alternatives are not accepted), and concrete may be substituted for asphalt upon approval via a Request for Modification. The geotechnical report referenced in the specifications has been included in the addendum, and helical tieback anchor design specifications will be provided by the supplier based on proof testing loads in the plans. All other contract requirements, terms, and conditions remain unchanged from the original solicitation.
