About this opportunity

The City of Tampa is seeking a Contractor Operated Parts Store (COPS) for its Logistics & Asset Management Department's Fleet Maintenance Division through Request for Proposals (RFP #25-P-00015). The procurement aims to outsource vehicle and equipment parts supply and distribution services across five new fleet maintenance facilities, transitioning from two outdated sites. The successful proposer will manage parts inventory, optimize maintenance efficiencies, reduce administrative overhead, and improve fleet vehicle availability. The project requires comprehensive inventory management across multiple facilities including Fleet Hanna, Fleet Clark, Tampa Fire Maintenance, and potential future locations. Evaluation criteria will include cost, experience, references, responsiveness, personnel qualifications, and Women/Minority Business Enterprise (WMBE) and Small Local Business Enterprise (SLBE) participation. A mandatory pre-proposal conference is scheduled for December 4, 2024, at 2585 E. Hanna Avenue, with proposals due by December 23, 2024. The contract term is four years, with potential renewal options for two additional two-year periods.

The City of Tampa has established robust requirements for minority and small business participation, with detailed guidelines for Women/Minority Business Enterprises (WMBE) and Small Local Business Enterprises (SLBE). Proposers must complete specific forms including Letters of Intent (MBD-40) and demonstrate good faith efforts in soliciting and including diverse subcontractors. The current incumbent is Management Consulting Inc. (Mancon), which currently manages approximately $1.5 million of the City's $8 million annual parts inventory. The City's fleet includes 3,652 total assets, comprising 2,222 on-road vehicles, 179 UTVs, 82 generators and pumps, and 1,169 other off-road equipment and trailers. Proposers must provide detailed pricing for initial setup fees and monthly operational management fees for each facility, with the understanding that fees will cease when facilities are decommissioned. The City has a comprehensive parts inventory list and will require strict adherence to quality standards for original equipment manufacturer (OEM) and equivalent parts across multiple automotive component categories.

Opportunity text

The City of Tampa ("City") is seeking to outsource the supply and distribution of vehicle and equipment parts and services required to support the City's Logistics & Asset Management Department/Fleet Maintenance Division.
