About this file
The document is a Minority Business Development (MBD) Form-70 Procurement Guidelines document from October 2012, focused on implementing minority and small business participation in formal procurement opportunities. The guidelines provide detailed categorizations for underutilized Women and Minority Business Enterprises (WMBE) across different industry sectors, including Construction, Construction-Related Services, Professional Services, Non-Professional Services, and Goods. The document defines specific business enterprise categories: Black Business Enterprise (BBE), Hispanic Business Enterprise (HBE), Asian Business Enterprise (ABE), Native American Business Enterprise (NBE), and Woman Business Enterprise (WBE).
The procurement guidelines are designed to narrowly tailor WMBE participation across different industry categories, with specific focus on prime contractors and sub-contractors/sub-consultants. The tables in the document outline underutilized minority and women-owned businesses in each industry category, helping to promote diversity and inclusion in procurement processes. The guidelines apply to formal procurements and solicitations, with the goal of increasing participation of minority and small businesses across various service and product sectors. The document provides clear definitions for each industry category, such as defining construction as new construction, renovation, restoration, and maintenance of public improvements, and goods as supplies, materials, equipment, and other commodities.
