About this file
This email chain discusses insurance requirements for the City of Tampa's Contract Operated Parts Store Request for Proposal (RFP), involving communications between Robert Coats, a Risk & Insurance Analyst, and Inger Welch, a Certified Senior Procurement Analyst. The key discussion centers on whether cyber liability and professional liability insurance should be included in the contract's requirements.
Robert Coats advises that neither cyber liability nor professional liability insurance is needed for this contract. He clarifies that cyber insurance should only be included when a vendor is connected to the City's network or handles sensitive personal information like names, addresses, social security numbers, or payment details. The discussion references a previous contract that included professional or errors and omissions coverage, and considers the Fleet's web-based system (Fastner) which integrates with the City's computer but is hosted outside the network. Ultimately, Coats determines that the specific insurance provisions do not warrant additional cyber or professional liability coverage for this RFP.

Fastner integrates with the City’s computer. I do understand that it is hosted outside of the City’s network. Is that why you think cyber is not needed for this RFP? Should professional liability for theft coverage be added?

Cyber should only be included in instances where a vendor is connected to the City’s network or if there is sensitive information stored such as personal information ( name address dob mailto:Robert.Coats@tampagov.net mailto:Inger.Welch@tampagov.net mailto:Jeffrey.Hajdu@tampagov.net mailto:Robert.Coats@tampagov.net mailto:Jeffrey.Hajdu@tampagov.net mailto:Robert.Coats@tampagov.net mailto:Inger.Welch@tampagov.net ssn) or payment information such as bank account information, debit or credit cards.

When I looked at the previous contract (2nd attachment) professional or errors omission coverage was included. Should cyber should be included in the Insurance requirements for the new too because of the Fleet’s web based system faster?
