About this opportunity
Broward County is soliciting an open-end/indefinite quantity contract for comprehensive physical inventory services of tangible equipment assets for the Port Everglades Department, with proposals due May 29, 2026. This is an open-end contract with no guaranteed minimum quantity; the County will issue purchase orders as required and may procure quantities above any estimated minimum through alternative sources without penalty.
The scope requires furnishing all labor, materials, equipment, and services to complete a comprehensive physical inventory of Port Everglades tangible equipment assets per detailed specifications. No performance of services becomes due without a written County purchase order specifying quantity, delivery time, and pertinent data. The County retains the right to obtain delivery from other sources if the vendor cannot meet accelerated delivery timelines at the contracted price.
Contractors performing work at Port Everglades locations must comply with facility-specific security requirements, including restricted access badges with fingerprinting and comprehensive background checks for personnel visiting more than 15 times in 90 days, with annual renewal fees. All contractor personnel must wear distinctive uniforms displaying the company name. Badge requests must be submitted at least two weeks prior to service commencement.
Vendors must maintain General Liability of $1 million per occurrence and $2 million aggregate, Auto Liability of $500,000 per person and $500,000 per accident for bodily injury and property damage (waivable if no driving occurs), Excess Liability or Umbrella coverage, and Workers' Compensation at statutory limits with $500,000 additional Employer's Liability per accident. Broward County must be named as certificate holder and additional insured on all policies except professional liability. Proof of insurance must accompany the proposal or be submitted within three business days of County request; failure to comply renders the vendor nonresponsive.
Vendor questionnaires covering certifications, debarment status, collusion disclosures, and conflicts of interest must be submitted with responses. All responses are submitted electronically and are public records. Bid prices must remain firm for 120 days following the deadline. The General Conditions apply standard Broward County terms including F.O.B. Destination pricing, E-Verify requirements, three-year financial record retention for County audit, and potential contract termination for convenience with 30 days' notice or for nonperformance with 10 days' cure opportunity.
