About this opportunity

Chatham County, Georgia's Purchasing & Contracting Department is requesting proposals for a Community Engagement Platform to support the Public Information Office, with proposals due June 6, 2023 at 5:00 p.m. and a pre-proposal conference on May 16, 2023 at 2:00 p.m. MBE/WBE participation is weighted at 15 points in the evaluation.

The platform must serve the County's 291,000+ residents with two-way communication capabilities across multiple languages. It must support six administrators and 10–12 project managers, with functionality including survey templates, GIS mapping, data visualization, social media integration, email and SMS notifications, participant management with single sign-on and duplicate prevention, ADA Section 508 compliance, mobile and multi-browser accessibility, and data export to CSV and Excel formats. High-priority requirements include user-friendly interface customization, quantitative and qualitative surveying with scenario evaluation and participatory budget allocation templates, timeline tracking and advanced search, and instant survey progress feedback. The platform must integrate with the County's existing website infrastructure and include dedicated technical support, online training, and onboarding at contract start.

The project is funded entirely by the American Rescue Plan Act (ARPA). Proposers must carry minimum insurance: $1,000,000 Commercial General Liability, $500,000 Worker's Compensation, and $1,000,000 Business Automobile Liability. A current Chatham County business license is required prior to contract award, and the successful proposer must execute the contract within 30 days of notice of award.

Evaluation uses a two-step process: Step One assesses written qualification proposals to develop a shortlist; Step Two may include oral interviews. Weighted evaluation criteria are Experience and Qualifications (25 points), Functionality and Technical Approach (25 points), Cost Proposal (30 points), MBE/WBE Participation (15 points), and References (5 points), with interviews adding up to 30 additional points. Cost proposals must detail Year 1 costs by software/licenses, site license, implementation, and training, plus Years 2 and 3 recurring fees with a maximum cap for future year increases. Submissions are made through the Bonfire Portal, with in-person and remote dial-in options available.
