About this file
This is a Request for Proposals (RFP) issued by Chatham County, Georgia's Purchasing & Contracting Department for a Community Engagement Platform to support the Public Information Office. The County seeks a qualified vendor to provide a government-focused, user-friendly engagement portal that enables two-way communication with the county's 291,000+ residents across multiple languages. The platform must support six administrators and 10-12 project managers with capabilities including survey templates, mapping tools, data visualization, mobile and desktop accessibility, ADA compliance, and integration with existing county website infrastructure. A pre-proposal conference is scheduled for May 16, 2023, at 2:00 p.m., with both in-person and remote dial-in options. Proposals must be submitted online through the Bonfire portal by 5:00 p.m. on June 6, 2023. The evaluation process includes a two-step methodology: Step One assesses written qualification proposals to develop a shortlist of qualified firms, and Step Two may include oral interviews with selected vendors. The contract will be awarded to the responsible proposer whose proposal is most advantageous to Chatham County, considering price and evaluation factors.
Evaluation criteria are weighted as follows: Experience and Qualifications (25 points), Functionality and Technical Approach (25 points), Cost Proposal (30 points), MBE/WBE Participation (15 points), and References (5 points), with potential interviews adding up to 30 additional points. The cost proposal should include Year 1 costs broken down by software/licenses, site license, implementation, and training, plus recurring fees for Years 2 and 3 with a maximum cap for future year increases. This project is entirely funded by the American Rescue Plan Act (ARPA). Proposers must maintain minimum insurance coverage including $1,000,000 Commercial General Liability, $500,000 Worker's Compensation, and $1,000,000 Business Automobile Liability. The successful proposer must execute a contract within 30 days of notice of award and obtain a current Chatham County business license prior to contract award. The County reserves the right to reject any or all proposals and is not bound to accept the lowest-cost proposal if it is not in the County's best interest.
