About this opportunity
Churchill County, Nevada is seeking a software solution through Request for Proposals 40DHHS-S3547 to support the Nevada Department of Public and Behavioral Health (DPBH) Radiation Control Program's licensing, inspection, and credentialing operations. The procurement solicits a comprehensive web-based system capable of managing online registration and licensing for radiation-producing machines, radioactive materials, technologist licensure, service providers, and mammography facilities, with integrated functionality for application processing, document uploads, online payments, email communication, inspection scheduling, offline data collection, and comprehensive reporting. The system must support approximately 30 internal full-time employees and 6,000 external concurrent users (3,000 technicians accessing biannually and 3,000 registrants accessing quarterly), with full core functionality required at initial go-live and deployment in AWS GovCloud with U.S.-based infrastructure. Key deliverables include data migration from the incumbent Advanced GRC (Aithent) system containing 40,000+ records with known quality issues, integration with CyberSource's Wells Fargo payment gateway and Nevada State Financial accounting systems, Azure AD single sign-on capability, 24/7 availability with one-hour recovery point objective and two-hour recovery time objective, and separate disaster recovery environment. Evaluation criteria include weighted scoring across technical factors (10 points each across 10 categories), cost factor (10 points), and presentation factors (10 points each across 10 categories), totaling 200 points. Critical deadlines include a question submission deadline of January 21, 2026, reference submission deadline of February 11, 2026, proposal due date of February 12, 2026 at 1:00 pm Pacific Time, evaluation period of February 12-25, 2026, vendor presentations between March 10-12, 2026, notice of intent on March 12, 2026, and notice of award on May 1, 2026, with an anticipated four-year contract term commencing June 10, 2026 and expiring June 30, 2030.
The State applies a five percent preference to Nevada-based businesses and an inverse preference to out-of-state vendors from states that apply in-state preferences not afforded to Nevada vendors. Mandatory minimum requirements include vendor registration at nevadaepro.com, Nevada business license compliance, active System for Award Management (sam.gov) registration, data encryption in transit and at rest, compliance with Nevada law regarding contract indemnification and prohibition on boycotts of Israel, FedRAMP certification (preferred) or SOC 2 (minimum), and provision of all support operations by the vendor with U.S.-based location due to sensitive radiation control data. Vendors must carry comprehensive insurance including Commercial General Liability ($2,000,000 general aggregate/$1,000,000 per occurrence), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation at statutory limits, Technology E&O/Professional Liability ($1,000,000 per claim/$2,000,000 annual aggregate), and Network Security and Privacy Liability ($1,000,000 per occurrence/$2,000,000 annual aggregate). The incumbent vendor is Advanced GRC (Aithent), and the system must accommodate legacy data migration from the current platform. No specific contract value or budget range is disclosed in the solicitation; however, the State is self-funding this procurement through fees collected from licensees and confirmed that a budget exists for this initiative.
