40DHHS-S3547 CLIC's Software System – Questions and Answers Summary

This is a Questions and Answers document for the Nevada Division of Public and Behavioral Health (DPBH) Radiation Control Program's procurement of a new CLIC's Software System to replace the current Advanced GRC (Aithent) solution. The state is seeking a comprehensive regulatory information and compliance management system to support licensing, registration, inspections, complaints, enforcement, and invoicing for radiation-producing machines, mammography machines, and radiology technicians. The system must support 30 internal full-time employees across administrative, inspector, management analyst, and supervisor roles, plus approximately 6,000 external registrant/public users requiring portal access. The solution requires full functionality at initial go-live with no phased implementation of core modules, though phased data migration is acceptable. Proposal responses were due February 12 at 1:00 PM. The state expects production deployment as soon as possible and mandates parallel operations with the existing system during transition.

The state is self-funding this procurement through fees collected from licensees and has not disclosed a specific budget but confirmed one exists. The incumbent vendor is Advanced GRC (Aithent), which the state has engaged to support legacy data migration where possible. The current system contains approximately 40,000+ records with known data quality issues including duplicate serial numbers and incomplete records; the vendor must accommodate these issues during migration rather than performing data cleansing. The solution must integrate with CyberSource's Wells Fargo payment gateway for online payment processing and comply with the Nevada State Financial accounting system. Hosting must be deployed in AWS GovCloud with U.S.-based infrastructure and data residency. The state requires FedRAMP certification as preferred or SOC 2 at minimum, Azure AD single sign-on integration, 24/7 availability with 1-hour recovery point objective and 2-hour recovery time objective, and separate disaster recovery environment. All support operations must be provided by the vendor and located in the continental United States due to the sensitive nature of radiation control data, though development teams may work offshore without accessing production data.

Support will need to be in the USA since there is confidential information that needs to be protected.** Per state policy, state data must be contained within the continental United States. The state does allow development of applications offshore but at no time can they house actual data. What has happened in the past, for cloud based systems, is that the offshore staff need to work in the cloud hosted area but could not download any data.

Please reference S.5.06.01: Cloud Services Policy section 6.5.A https://it.nv.gov/uploadedFiles/itnewnvgov/content/Governance/Security/FINAL_S_5_06_01_H_Cloud_Services.pdf for the above information.

It is strongly preferred/recommended to use Windows based tablets in lieu of an iPad or Android tablet. Windows based tablets provide the ability for devices to be properly tracked in DPBH inventory with State ID Tags and also allows the devices to be assigned to users.

130. Regarding the offline requirements: Do inspectors only need to complete forms/checklists offline, or do they need full database access (viewing historical records/attachments) while disconnected?

YES
