The base bid scope encompasses selective demolition, architectural improvements, HVAC modifications, electrical installation, plumbing modifications, and audiovisual equipment installation to create two new training rooms, including new partition walls, drywall installation, doors and frames, ceiling grid and acoustic tile, flooring (carpet, tile, and luxury vinyl tile), interior finishes, and mechanical, electrical, and plumbing systems modifications. Two alternate bids are available: Alternate No. 1 for a new conference room and Alternate No. 2 for new cubicle and office space. All work must comply with the 2023 Florida Building Code, NFPA standards, and local regulations, with the contractor responsible for submission of detailed shop drawings, product data, samples, and test reports for architect approval prior to material procurement and installation. Qualified general contractors must be properly licensed pursuant to Florida Statutes Chapter 489, have been in business for a minimum of five years performing similar work, and self-perform a minimum of 40 percent of the overall awarded contract with their own workforce. The mandatory pre-bid meeting is scheduled for March 13, 2026, at 11:00 AM at the project site, with the bid deadline of March 30, 2026, at 4:00 PM through the Clay County e-Procurement Portal, and bid opening scheduled for March 31, 2026, at 9:00 AM. Substantial completion is required within 345 days from the Notice to Proceed, with liquidated damages assessed at $500.00 per day past the final completion date, and all work subject to a two-year warranty on workmanship and materials from the date of substantial acceptance.

Bidders must comply with Clay County's local preference policy and may submit a Local Business Affidavit of Eligibility to claim local business status; however, no specific set-asides for disadvantaged enterprises or minority-owned businesses are referenced in the procurement documents. All contractors must demonstrate compliance with comprehensive insurance requirements, including Commercial General Liability with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, business automobile liability of $1,000,000 combined single limit, workers' compensation at statutory limits, and property coverage (builder's risk) at 100 percent of total project value with deductibles not exceeding $25,000. A five percent bid bond of the base bid amount is required, with the bond or cashier/certified check due no later than two business days after the bid due date. Performance and Payment Bonds are required for projects exceeding $200,000 under Florida Statutes Section 255.05, and the county may utilize a Direct Purchase Program to order major materials directly, with such payments deducted from the contractor's contract price. No incumbent vendors or specific budget range are identified in the procurement documents; however, the county reserves the right to award the base bid with or without any alternates based on available funding and best interest determination, with award to the lowest responsive bid from a responsive and responsible bidder.
