About this opportunity

The Orange County Transportation Authority (OCTA) is requesting proposals for clarifier, hazardous waste, and emergency response services on an as-needed basis, with proposals due November 4, 2025 at 2:00 p.m. and a mandatory pre-proposal conference and site visit on October 6, 2025. A DBE goal applies to this procurement.

The scope includes clarifier waste removal using a 5,000-gallon vacuum truck with minimum quarterly cleanouts at the OC Streetcar Maintenance and Storage Facility in Santa Ana and the OCTA Lost and Found in Garden Grove; transportation and disposal of hazardous, non-hazardous, and universal waste (batteries, aerosol cans, electric lamps, transformers, and electronic waste); 24/7 emergency response services for unauthorized hazardous material releases; and twice-yearly stormwater sampling kit delivery and analysis. All personnel must maintain current CAL/OSHA Hazardous Material Emergency Response training and OC Streetcar Roadway Worker Program qualifications. Routine pickups must occur within 72 hours of notification, Monday through Friday between 7:00 a.m. and 3:30 p.m. The contractor must designate a Competent or Qualified Health, Safety and Environmental Representative within ten business days of award, holding Board of Certified Safety Professionals certification and five years of demonstrated construction experience. Contractors must comply with California prevailing wage requirements under Labor Code sections 1770 et seq., submit quarterly waste removal reports, and utilize California State Certified laboratories for analytical testing.

The estimated contract value is $110,000 for a two-year initial term (effective through December 31, 2027), with two optional one-year renewal terms at $55,000 each. Compensation is structured on a time-and-expense basis with fully burdened hourly labor rates and firm-fixed pricing for the contract duration. Funding comes from Local Measure M and Federal CMAQ sources.

Evaluation criteria are weighted as Qualifications of the Firm (25%), Staffing and Project Organization (20%), Work Plan (30%), and Cost and Price (25%). The contractor must maintain Commercial General Liability ($1,000,000 per occurrence), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation, and Pollution Legal Liability ($2,000,000 per loss / $4,000,000 annual aggregate). Written questions are due October 9, 2025 at 5:00 p.m., with OCTA responses by October 16, 2025. Interviews are scheduled for November 25, 2025. Contract execution is anticipated for December 16, 2025.
