About this file
This is a Scope of Work Verification form for the Orange County Transportation Authority (OCTA) in California related to a clarifier, hazardous waste, and emergency response services procurement. The document establishes general rules and guidelines for preparing scopes of work and specifications, requiring that all solicitations provide clear and concise requirements without imposing unreasonable restrictions or favoring specific vendors. The procurement is structured on an as-needed basis with a two-year contract term and a total budget allocation of $110,000. Project Managers are required to certify that the scope of work was independently prepared to invite fair competition, or alternatively, if brand-name specifications are included, that such specifications are deemed impractical or uneconomical to replace with technical descriptions, with salient characteristics clearly identified for evaluation of equivalent proposals.
The verification form, signed by both the Project Manager and Department Manager or Director, must accompany all scope of work submissions and ensures compliance with Federal Transit Administration regulations, specifically FTA Circular 4220.1F. The form references requisition number 034710 and was executed by the HSEC department on March 6, 2025. The documentation confirms adherence to procurement standards that promote competitive bidding, prevent vendor favoritism, and ensure transparent evaluation criteria for all responding proposers.

FA-CAMM-071.docm (03/16/18) Page 1 of 1
The following general rules shall apply when preparing scopes of work and specifications:
a) Provide a clear and concise Scope of Work (SOW) and not impose unreasonable requirements.
b) Specifications and Scopes of Work shall identify all characteristics and specific tasks and functions of the items or services to be procured, and meet the Authority’s requirements.
c) Whenever possible, the expected quality of services to be provided or the performance characteristics of the item shall be specified.
d) The requestor shall identify all optional items, and the solicitation documents shall set forth the expected needs and the manner in which the related bid prices will be considered.
e) Brand name specifications must be accompanied by an explanation that clearly indicates that the specification is not intended to be restrictive.
f) The salient characteristics represented by the brand names shall be identified to allow for evaluation of possible “or equal” material.
g) Because standard specifications and requirements allow for more efficient operations and result in lower prices, they shall be used wherever suitable.
h) Industry, federal, state and local government specifications and requirements can be used.
Consultants are prohibited from writing the Scope of Work or assisting in the development or writing the Scope of Work in which they may bid.
