About this file

This is a Procurement Plan approval memo from the Orange County Transportation Authority (OCTA) dated September 10, 2025, outlining the procurement strategy for RFP 250022 for Clarifier, Hazardous Waste and Emergency Response Services. The Authority seeks qualified firms to provide hazardous waste transportation, reclamation, recycling, and emergency response services on an as-needed basis. The contract will be structured as a Request for Proposals (RFP) with evaluation criteria extending beyond price to assess firm qualifications. The initial contract term is two years with two optional one-year renewal terms. The procurement plan identifies four internal evaluators from the Health, Safety and Environmental Compliance, Materials Management Administration, and Maintenance departments who will assess proposals based on established criteria.

The evaluation framework weights proposals as follows: Qualifications of the Firm at 25 percent, Staffing and Project Organization at 20 percent, Work Plan at 30 percent, and Cost at 25 percent. The contract will be structured as a time and expense agreement with firm-fixed hourly rates, as services are required on an as-needed basis. Funding is sourced from Local Measure M and Federal CMAQ funds, with a total budget of $110,000 for the initial two-year term, $55,000 for the first option year, and $55,000 for the second option year. The procurement plan indicates that prevailing wage requirements apply, an independent cost estimate has been received, and a Disadvantaged Business Enterprise (DBE) goal has been established for this procurement.

Evaluation Criteria:

PROPOSAL WEIGHT

Qualifications of the Firm 25% Staffing/Project Organization 20% Work Plan 30% Cost 25% Justification:

Qualifications of the firm is weighted at 25% percent to ensure firms have prior experience transporting and reclaim or recycling services for hazardous waste, non-hazardous waste, and universal waste generated by OCTA.

Staffing and project organization is weighted at 20% because the firm’s employees need to demonstrate that they are trained in safe and proper handling of hazardous waste and qualified to do emergency response and clean-up of spills. Work plan is weighted highest at 30% percent to ensure a clear approach is demonstrated for meeting the project objectives. Cost is weighted at 25% percent to ensure the Authority receives the best value for the services provided.
