About this opportunity
The California Film Commission (CFC), operating under the Governor's Office of Business and Economic Development (GO-Biz), is seeking a public relations and marketing consultant to develop comprehensive communications strategies. The selected firm will be responsible for strategic communications planning, media relations, collateral material development, statewide media outreach, and social media evaluation to enhance public awareness of the CFC's brand, services, tax credit program, and the economic benefits of film production in California. The solicitation is a Request for Proposal (RFP) released on November 10, 2025, with proposals due by December 11, 2025, at 5:00 PM PST. A question and answer period will run from November 17 through December 1, 2025, with answers posted on December 3, 2025. Proposer presentations and interviews are anticipated for the week of January 5, 2026, with an expected contract award on January 19, 2026. Proposals must not exceed 25 pages and must be submitted electronically, including detailed statements of work, hourly rates, estimated hours per task, monthly hour estimates, and expense projections. The anticipated contract term is two years, with an estimated 20 hours of work per month.
The RFP includes several set-aside and preference opportunities for different types of businesses. Certified small businesses and microbusinesses may claim a five percent preference, while non-small businesses can receive a similar preference by committing to subcontract at least 25 percent of the net bid price to small businesses or microbusinesses. Disabled Veterans Business Enterprises (DVBE) meeting the five percent participation goal will also receive a five percent preference. Bidders must complete several mandatory certification forms, including the Darfur Contracting Act Certification, Drug-Free Workplace Certification (STD 21), Payee Data Record (STD 204), and Contractor Certification Clauses. Notably, proposers must disclose any intended use of Generative Artificial Intelligence in completing deliverables, with potential disqualification for failure to do so. Travel and per diem expenses are restricted to rates authorized for regular State employees and require pre-approval from CFC. While no specific contract value is mentioned, the scope suggests a moderate-sized professional services contract focused on communications and marketing support for the California Film Commission.
