About this opportunity
The Board of Industrial Insurance Appeals is soliciting bids for statewide, certified court reporting services providing verbatim transcripts of hearings and conferences, with bids due November 30, 2026 and a pre-bid conference on October 28, 2026. One contract will be awarded to the highest-scoring responsive and responsible bidder, with cost as a tiebreaker.
The scope covers court reporting services across eight BIIA office locations in Washington (Olympia, Renton, Lakewood, Spokane, Yakima, Richland, Vancouver, and Everett), processing approximately 2,000 transcribed events annually, with an estimated 5–10% occurring in person. Services include attendance at telephonic, virtual, and in-person hearings; production of verbatim, searchable PDF transcripts compatible with assistive reader technology; standard delivery within 20 state working days; and expedited delivery within 5 calendar days. All court reporters must be legally certified and licensed in Washington. The contractor must maintain commercial general liability insurance of $1 million per occurrence and $2 million aggregate, professional liability insurance of $1 million per occurrence and $2 million aggregate, workers' compensation, employer's liability, and commercial automobile liability of $1 million combined single limit. Transcripts must meet data security requirements including NIST FIPS-approved encryption and WaTech classification standard SEC-08-01-S compliance.
Historical expenditures total approximately $1.8 million over two years; however, future sales are on a fee-for-service basis with no minimum guarantee. The contract term is 24 months beginning July 1, 2027, ending June 30, 2029, with optional extension up to 48 months in 12-month increments if the contractor achieves 95% or greater punctuality and attendance, 95% or greater scheduling confirmation compliance, and timely insurance endorsement provision. Late transcript delivery incurs penalties of 10 cents per page per workday.
Evaluation totals 265 points: 100 for cost factors, 150 for non-cost factors (experience and statewide coverage capability, character and reputation, process capability, quality of prior performance, compliance with law, and additional qualifications), and 15 for Washington state procurement priorities including Executive Order 18-03 compliance (5 points), Washington Small Business status (5 points), and Certified Veteran-Owned Business status (5 points). A Subcontractor Inclusion Plan is mandatory for bidders using subcontractors but not required for those performing all work directly; small/veteran/diverse participation goals are voluntary with no minimum required for award eligibility.
Questions are due November 2, 2026 with answers provided by November 6. Apparent Successful Bidders will be announced December 14, 2026, with contract awards anticipated January 4, 2027. Bidders must register with Washington's Electronic Business Solution (WEBS) to receive amendments and be eligible for award. Solicitation Amendment No. 2 issued October 16, 2026 replaced the original contract, Exhibit B-Contract, and Exhibit D-Scored Non-Cost Factors.
