About this opportunity

The Board of Regents of the University System of Georgia, on behalf of the College of Coastal Georgia, requested sealed bids for replacement of Cooling Tower #2 and its associated Variable Frequency Drive at the Central Energy Plant in Brunswick, Georgia, with bids due December 15, 2022, and a mandatory pre-bid conference on November 29, 2022. The project is awarded on a lump-sum basis to the lowest responsive and responsible bidder.

Contractor eligibility is restricted to six pre-qualified firms identified in Addendum No. 1 (issued December 2, 2022): Air Management Systems, Certified Electric, Comfort Systems, JM Clayton, Copper Construction Company, and Waters Mechanical. Georgia law provides state income tax credits for businesses subcontracting with minority-owned enterprises.

The scope encompasses demolition of the existing cooling tower, installation of a new cooling tower on the existing concrete basin, piping modifications to connect to chilled water and condenser water systems, electrical upgrades including a new 100-amp, three-phase non-fused disconnect and 80-amp circuit breaker, control wiring from an outside disconnect to the VFD, and integration with existing boilers, chillers, pumps, and treatment equipment that remain operational during construction. Technical drawings and specifications are prepared by NBP Engineers, Inc. (Project CCGA-2312).

Bid bond is required at five percent of the bid amount; upon award, performance and payment bonds each equal 100 percent of the contract sum are mandatory. All surety and insurance companies must hold A.M. Best Financial Strength Rating of "A-" or better and be authorized to conduct business in Georgia. Contractor qualifications must include minimum construction experience, a current ratio of at least 1.0, and a Workers' Compensation Experience Modification Rate not exceeding an average of 1.2 over three years. All contractors must comply with Georgia Security and Immigration Compliance Act and Immigration Reform and Control Act of 1986 requirements.

Physical work must be completed within 270 consecutive calendar days from the Proceed Order date. The Owner reserves the right to reject all bids exceeding the established budget.
